NEW BUSINESS:
Binders — Mary reviewed the new binders, which were handed out to all homeowners at the meeting. These binders include our CC&Rs, By-Laws, Architectural Guidelines, Parking Rules, Fine Policy, Rental Guidelines, Tenants Registration Form, Approved Trees and Shrubs List, and Tree/Shrub Replacement Form. The Financial Report for 2017 was also included, as was a postcard preaddressed to the HOA so homeowners can communicate with the Board.
CC&Rs Proposed Rental Restrictions – Mary announced that less than 51% of the homeowners voted on this proposal so the proposal has been closed and the CC&Rs will stand as is. She thanked the focus group that was headed by Cile Woodward. The group did an excellent job and put forth a well written proposal.
Introduction of homeowners running for office. Two positions are open. The candidates were asked to stand and introduce themselves. However, one of the candidates Karen Jason could not be at the meeting but Barbara Runquist graciously spoke for Karen. Cile Woodward, Jean Long, and Mary Bartlett introduced themselves. Distribution of Board Ballots Then the ballots were passed out so that the community could vote for two of these candidates.
Introduction of new Homeowners New homeowners came forward and introduced themselves.
Announcement of Comment Sign-up Sheet – To assure that everyone who wishes to speak at our meetings has an opportunity to do so, Mary introduced a sign-up sheet. The sign-up sheet allows all homeowners a chance to speak. The speakers will speak at the end of the meeting and will be called on in the order that they signed the sheet. Each speaker will limit their speech to 3 minutes and while speaking other homeowners will not interrupt. The sign-up sheet was passed around while the meeting continued.
REPORTS:
Trees and sidewalks report and cost for 2017 — Stu Smith reported that we spent about $2200 on tree trimming and removing this year. He has walked the community and noted at least 26 cracks in the sidewalks that are the responsibility of the HOA. Stu and the concrete representatives will the property and bid on the repairs in the next weeks. Stu will report the findings at a future Board meeting.
Explanation of why Reserve Account is Necessary — Stu Smith reported that he has sketched out a spread sheet that projects some of the large projects that will be needed in the future. These include items such as the pool, streets, and sprinkler system. The 30 year reserve study indicates that money should be set aside each year for capital expenses. On average we spend about $11,000 per year on these expenses. The purpose of the study is to plan ways to avoid having to ask for an assessment from each of the homeowners.
Annual HOA Fees – Mary reported that there will not be an increase in the HOA fee in 2018.
Architectural report — Joe Minnick reported that we have a new crew doing the landscaping. The landscaping fees last year was over $40,000. Caretaker Inc. has been on the job a few months and are improving. They plan to rework and condition the soil in the next few weeks. New granite will be placed as needed in some area. The sprinkler system is getting old and has had a number of breaks this year. We will be looking in to solutions to the sprinkler problem.
Painting – Bill and Joe will get with our painter, Danny to see what repairs need to be done to the exterior wall on 7th Avenue.
Abbreviated Real Estate Report — Randy Vinson reported that 4 homes have already sold this year and 3 more are in escrow. The houses are selling at a fair market value and in 2016 we had only 7 houses sell in the whole year.
Financial Statement – Randy reviewed the financial report. The capital reserve had a surplus of $264. The sale of homes adds $800 per house for fees. Budget for 2018 has a deficit of $2300 but the sales of homes will cover this.
NEW BUSINESS:
Spring picnic — Mary Bartlett announced that the Spring Picnic will be May 5 from 3 to 5 pm at the northwest corner of Moon Valley Park. All community members are invited.
Results of vote for Board Members — Mary reported the results of the election. Mary Bartlett and Jean Long were voted in for another 2 years.
Open Business from the Floor
Homeowners who have signed up have 3 minutes each to express their concerns and opinions
Cile Woodward reported that there has been some success in the commercial plane path that was causing planes to fly over our neighborhood. After many meetings and discussions there is a new flight plan and landing time being developed.
Roy Smith cautioned all of us who have the box lights in the kitchen that the lights are not secured very well. They have removed their lights but were surprised that the boxes were held up by just a bolt on each corner.
Barb Dickerson wanted an update on the signs that are needed for the community. Mary mentioned the new signs at the pool and the new signs at the front and back of the property. The signs on Tierra Buena have not been forgotten and will be discussed at future meetings.
Mary adjourned the meeting at 10:55. Our next Annual Meeting will be the first Saturday of April 2019.
Respectfully submitted,
Jean Long, Secretary
