2021 Annual Meeting Minutes

Board Meeting took place via Zoom teleconference at: https://us02web.zoom.us/j/83418199508


Call to Order and Welcome: Jean Long called the meeting to order at 10 a.m.
Attending Board Members: Jean Long, Diane Welch, Stu Smith, Steve deBorgheyi, Pauly Heller, Randy Vinson.
Additional Attendees: 28 homeowners.
Approval of 2020 Annual Meeting Minutes: Mike Sieckmeyer moved to accept the minutes as read by Pauly Heller. Stu Smith seconded. Minutes were approved.


New Business:

  1. Jean Long introduced homeowners running for office. Pauly Heller is leaving the Board.
  2. Jean Long introduced new homeowner Ann Johnson
  3. Jean Long read names of volunteers for committees as follows:
    Architectural/Landscaping: David Good, Jody Rhodes, Cile Woodward, Lisa Holland
    Social Committee: Jenny Hagel, Jane Scoville
    Block Watch: Carole Cantrell, Billie Horn, Barb Dickerson, Lisa Holland
    Volunteers at large: Jody Reichow, Carole Cantrell
  4. Zelle: Randy Vinson said homeowners may use Zelle to pay HOA dues to tamaracmoonvalley@gmail.com.
  5. Diane Welch thanked Randy Pence for serving as chair of the Architectural Committee.
    Reports:
  6. Jean Long gave opening remarks and introduced current Board members.
  7. Jean Long gave the Pool Park Area report: Overgrowth removed; new shrubs and plants; gravel replenished.
  8. Jean Long reported our monthly HOA Fees will remain unchanged for the coming year.
  9. Diane Welch gave the Architectural Committee report.
  10. Jean Long presented an Addendum to the Architectural Guidelines and updated list of approved trees and shrubs.
  11. Diane Welch reported on Block Watch: Looking for new lead person for this committee.
  12. Diane Welch reported desire to inaugurate a Welcoming Committee. Alan & Pauly Heller and Nicole Cyr volunteered to serve on this committee.
  13. Stu Smith gave the Street Report: Suggests adding street map with lot numbers to welcome packets. Also asks homeowners to review CC&Rs periodically.
  14. Stu Smith gave Tree Report: Commends Broken Limb for doing excellent work. Last year they trimmed 60 trees, removed 13.
  15. Jean Long gave Painting Report on behalf of Bill Goshert.
  16. Jean Long gave Parking Report on behalf of Bill Goshert: New signs may look forceful, but contain necessary legal language.
  17. Jean Long gave Pool Report: During winter, the gate was locked but not chained to allow landscapers access to our pool’s restrooms. Pool officially opened April 1.
  18. Jean Long gave the Social Committee Report.
  19. Randy Vinson gave the Abbreviated Real Estate Report: Sale prices available at realtor.com.
  20. Randy Vinson and Stu Smith presented the Financial Report.
  21. Stu Smith gave the Capital Reserve Fund Report. This fund, which is used for major expenses, is healthy and may be tapped for a major landscaping renovation along 7th Avenue.
  22. Stu Smith gave an Operating Expenses report: Reflects that 45.8% of expenses go toward landscape upkeep, and 20% of that goes toward sprinkler/irrigation repair, an ongoing issue.
    Homeowners’ Concerns:
  23. Robin asked how long to wait for reply from Architectural Committee (AC). Answer: 60 days.
  24. Jean and Diane are working on documentation and history of AC’s past approvals and allowances.
  25. Need for better communication with renters who don’t receive updated information from property owners regarding landscaping, parking, community events, etc.
  26. Nicole Cyr concerned about dead trees as in wash as potential fire hazard. Barb says it is joint responsibility between communities and City and County services. Stu recommends talking with Phoenix City Councilperson’s office.
  27. How to create more shade at the pool: Alan looking into cost of canvas shade.
  28. People’s mail arriving opened: Need to report to Post Office.
  29. Transients in wash: Need to report to City Councilperson’s office.
  30. A homeowner smelled what they thought might be marijuana emanating from one of the landscaper’s trucks. Homeowners need to report any such concerns to Jean, so she can tell the owner of the landscaping company.
    Meeting Adjourned: Stu moved to adjourn. Diane seconded. Meeting adjourned 12:13 p.m.
