MINUTES
Attending: Jean Long, President; Diane Welch, Vice President; Judy Gardner, Secretary; Stu Smith, Treasurer; Randy Vinson, Asst. Treasurer/Administrator; Kathy Strasser plus 28 attendees from the community.
Call to Order: 10:00 a.m.
Minutes: The minutes of the 2021 Annual Meeting were read by Judy Gardner. Barb Rehnquist moved to accept the minutes; Barb Dickerson seconded and all approved. President Jean Long announced that Kathy Strasser had been elected to the board to fill out Mike Sliwa’s term as he moved away.
New Business:
Jean announced that she and Stu Smith were running for re-election for another 2-year term. There were no further nominations from the floor and the group decided to hold the vote by show of hands. Both Jean and Stu were re-elected to new 2-year terms unanimously by a show of hands.
New members to the community were recognized.
Committee Reports:
- Architectural Committee Report: Diane Welch introduced members of the TAC Committee. Updates. to the TAC guidelines were provided to attendees and will also be posted on the website. Jean thanked the TAC for their hard work over the past year.
- Welcome Committee: Judy Gardner announced members of the committee and said that the 2 new families that have just moved into the community will be visited soon by a member of the committee.
- Annual HOA fees/operating expenses/irrigation options: Stu presented reports on the operating expenses which showed the following allocations: Painting 25%; Landscaping 48%; Pool 15% and overhead 8%. Stu said that since the community was built in 1986 there is a lot of wear and maintenance required – especially as it relates to irrigation/sprinkler systems which are very old and starting to break down. In 2021 the cost of repairing/replacing irrigation systems in the community was $23,300. So far, in 2022, the cost is $5,330. However, all of the expenditures do not benefit everyone in the community; Some people have paid to replace/repair their own front yard irrigation systems; some have not yet incurred any expense. Stu put forth some options to consider for the future to manage this increasing – and large – expense items in order to avoid having to constantly raise fees:
- Residents pay for adjustments to timer boxes (often $20)
- Residents pay for valve box repair (often $300/$500)
- HOA pays up to $250 irrigation expense for the year – homeowners pay the rest
- HOA pays up to $150 irrigation expense per year– then HOA pays 50%/homeowner pays 50%
- No change: annual dues increase (historically $10/month increase annually)
Nothing will be decided now. The Board will review the expense in October when the 2023 budget is being developed. However, the Board would like input from homeowners before having this discussion and encourage them to send comments/recommendations/feedback to Randy Vinson, HOA Administrator.)
- Pool and pool park: Jean said that there were two leaks under the pool decking which have been repaired. Also, since the pool park was cleaned up there have been no reports of roof rats living there as they were in the past. An attendee asked that the lounge chairs be returned to the pool area – Jean will follow up.
- 7th Avenue Wall: The 7th Avenue project is now complete with the planting of four new trees (taking place today). The walls have been repaired and painted, a time consuming and difficult job.
- Street Report: The streets are in good shape with only one repair ($299) required recently. They have been sealed twice since they were repaved 7 years ago.
- Tree Report: The cost in 2021 was $9,619. I tree removal cost $1200. 15 trees were removed and 41 trees were trimmed. Wherever possible, the HOA is replacing a tree if one is removed.
- Painting Report: Some painting was done in Jan/Feb. Painter had to leave for a family emergency and has just returned and will continue to paint the houses on this year’s list. Homeowners can look at the website to determine when their houses are scheduled to be painted.
- Parking Report: Jean reinforced parking guidelines. If a homeowner/renter has two cars they MUST be parked in the garage. There are guidelines available concerning oversize vehicles, RV’s and additional owned vehicles (more than 2). See CC&R’s for further details. All exceptions to guidelines MUST be approved by the HOA board.
- Real Estate Report: Randy reported that 7 homes were sold in 2021 and 2 so far in 2022. There are NO DELINQUENCIES in payments of HOA dues/fees!
- Financial Report: Randy reviewed the financial report. There were no questions.
- Capital Reserve: Stu reviewed the Capital Reserve report. He said the goal is always to have a minimum of $80,000 in the capital reserve fund. The HOA spent a total of $83,916 in 2021. ($37,743 was attributed to the 7th Avenue project; $2,937 for lot 88 block wall; $350 mailbox stand repair; $8,360 for pool park upgrade; $4,014 for pool repair were the major categories. It is anticipated that the Capital Reserve will collect approximately $113,000 in 2022 and will end the year with a balance of approximately $86,000
Homeowners’ questions/Comments:
- Cricket: Need better lighting at entrance. Would like more variety of colors in landscaping.
- Robin: Asked if the outside of block walls could be painted the color that was painted on Lot 31. The block was painted with Home Depot’s Behr paint named sauteed mushroom. It was suggested that she send the request to Randy Vinson.
- Barb: Commended the work on 7th Avenue – thinks it looks great.
- Phil: Ongoing problems with people parking on Tierra Buena for the park – After much discussion it was determined the best course of action is to place A-frame signs along the street with “NO Park Parking” on them early in the mornings on weekends (and taken in at night). Residents can also place a slip on the car saying it is in a no parking zone (but strongly discourages any personal interaction with drivers). Also suggested posting something on “Moon Valley Moms” Facebook page. Randy will bring to board to see what can be done to help.
- One resident said there have been quite a few slab leaks – again, the result of the age of the homes. Suggested it be addressed by homeowner as soon as it becomes known.
- Jean talked about cleaning up the wash and that we are getting bids on having it done – remove dead tree and scrub brush.
- Jean reminded everyone not to spray weed killer on grassy areas as the Bermuda grass is just coming in and this will kill it.
- There will be a food truck on April 19th. Notices will be sent out.
“Mike” moved the meeting be adjourned; Diane 2nd. Meeting was adjourned at 11:29.
