Attending: Mary Bartlett, HOA President; Pauly Heller, Vice President; Stu Smith, Treasurer; Randy Vinson, Asst. Treasurer & Administrator, Diane Welch, Board Member

Call to Order: Mary Bartlett called the meeting to order at 7 p.m.

Minutes: Diane Welch read the minutes from last meeting, May 8, 2019. Minutes were approved with minor corrections.

Old Business:

  1. Cypress Tree Trimming: 7 trees were toped and a dead oleander removed
  2. Update on Tenant Parking Registrations: All are up to date
  3. Tree trimming of Lot 95
  4. Length of time for HOA to replace missing or dead plants/trees: There was a lengthy discussion on HOA responsibility vs Homeowners responsibility.  Maintaining community standard is important, but homeowners need to take responsibility to ask for replacement by HOA in timely fashion. It was determined two yrs seems reasonable (length of any given board member’s term). To be added to Tree/Shrub replacement form.

New Business:

  1. Street Update: Stu talked with representatives from Rose Paving (Ted Wilson, previously of Pinnacle Paving) and from Pinnacle Paving, who did last street paving. Both advise streets need resealing and are giving Stu estimates. Resealing is budgeted for 2020.
  2. Tree Update – All trees in good condition.
  3. Legislature Changes concerning HOAs: AZ Legislature now requires written monthly statement of account to each homeowner beginning January 1, 2020. Randy is working on how to distribute electronically as well as by mail for homeowners without email. Vinson & Seay will charge HOA an additional $225 per month plus $125 for handling phone calls, bringing total to pd to Administrator of $1,000 monthly beginning January 1, 2020.  A motion for this increase was made by Stu Smith, seconded and passed.
  4. Sidewalk Markings Update: Bill Durham apologizes for forgetting about this issue. Will get back to it.
  5. How to handle violations of Architectural Guidelines without an Architectural Committee: Because we are without a formal Committee, all HOA board members are encouraged to familiarize themselves with CC&R Architectural Guidelines & survey neighborhood regularly. Typical violations involve garbage cans, weeds, window frames, gates. Pauly asking Mark Mosher to serve as Architectural Committee member. HOA representative will send homeowners notices of violations.
  6. Update on Landscape Issues – continue to work on issue.
  7. Weeds in drainage area: Mary will ask landscaper to spray.
  8. Update on Pool-new pool furniture has been added.
  9. Financial Report: Randy presented financial report
  10. School Pickup Parking: Discussion of need for security guard to move along parked car drivers and loitering students awaiting friends or pickup.

Adjournment: Diane moved, Pauly seconded. Meeting adjourned at 9 p.m.

Next meeting: Tuesday, July 9, 2019, at Stu’s house. Note: Not on Wednesday due to Stu’s vacation.
