Attending: Jean Long, President; Diane Welch, Vice President;Stu Smith, Treasurer; Pauly Heller, Secretary; Jeremy McLaughlin, Member at Large; Randy Vinson, Assistant Treasurer.
Call to Order: Jean Long called the meeting to order at 4 p.m.
Minutes: Pauly Heller read the March 11, 2020, Board meeting minutes. Minutes were approved.
Old Business:
- The Board welcomed Jeremy McLaughlin as member at large. Jean Long’s term has ended, so at next annual meeting, she and Jeremy must be elected by a majority of those present.
- Board voted in Diane Welch as Vice President and Pauly Heller as Secretary. Stu Smith will continue as Treasurer.
- Randy Vinson maintains old records as electronic files.
- Discussion of late HOA fees. Randy notifies homeowners of delinquent dues according to Arizona State law, including State-mandated wording and typeface.
- Due to Covid-19 restrictions on large-group gatherings, the annual meeting is rescheduled for June 6, 2020, at St. Paul’s Catholic Church on Coral Gables at 10:00 a.m. Date subject to change depending on State recommendations regarding Covid-19.
- Pool passed inspection, and is now locked down in compliance with State guidelines.
- Jean will ask Bill Durham about installing brighter streetlight at entrance to Tamarac. Needs new wiring under street.
- Pinnacle Paving will replace blue reflector at 5th Avenue & Marconi. Openings and cracks at 4th Drive and Kathleen and 6th Drive and Marconi require milling and filling, cost $1,000. Pauly moved, Stu seconded, motion passed.
New Business:
- Stu moved that Tamarac Association comply with legal regulations and establish the capital improvement fee as two times the monthly HOA fees. Diane seconded. The motion passed.
- Stu moved to hire Mario Gonzalez to repair block fence at Kathleen Park for his bid of $800. Pauly seconded. Motion passed.
- Randy will continue updating the Tamarac email list. No one else on the Board should send out an email blast without first consulting Randy or Jean.
- Architectural guide for location of trash and recycling bins
Jean will ask Mary Bartlett to send letters to homeowners who were cited for having their trash cans in view due to the landscapers chopping the bushes that hid the cans too low to hide the cans. Homeowners may keep the cans behind the cut shrubs. - Mary will inform the home on Tierra Buena that has a gate needing repair and painting to correct this issue.
- Painting flashing to match house color is homeowner’s
responsibility, not HOA’s.
Mary should inform homeowners about violations. If a Board member sees an architectural violation, they should email Mary and cc: Jean and Randy. - Jean will send out welcome letters for new homeowners.
- Pauly is responsible for updating the Bulletin Boards.
- The Secretary (Pauly) interacts with Lora Leflang regarding the Web page, and sends her a copy of the minutes, once approved, to post on Web page. Secretary should also be sure CC&Rs are updated on Web page.
- Diane will talk with Bill Goshert about adding her as an administrator for Nextdoor.
- Discussed the use of Zelle for paying HOA dues. Decided it is not secure enough since HOA does not have a separate cell phone.
- Randy will change the name of email account from Tamarac Treasurer to Tamarac HOA. Board members should not delete emails but create a separate folder for them. Randy files them on backup hard drive.
- Stu reports that the capital fund update is in good shape. $12,000 was budgeted for sidewalk repair and was not used. Block fence repair costs less than expected.
