MINUTES

Attending: Jean Long, President; Diane Welch, Vice President; Judy Gardner, Secretary; Stu Smith, Treasurer; Randy Vinson, Asst. Treasurer/Administrator; Kathy Strasser, Jody Rhodes (TAC)), Robin Hunt-Major

Call to Order:  7:00

Minutes:  The minutes of the March board meeting were reviewed.  Stu moved to accept the minutes, Diane seconded and all approved.

Old Business:

Architectural Committee Report:  Diane distributed proposed language regarding the addition of pergolas to owners’ backyards.  After some discussion, changes/additions were finalized and approved by the board.    Diane will make the changes and redistribute to the board and will add to the Architectural guidelines. All such additions will need pre-approval from the TAC.

Parking:  The Board reviewed the recommended verbiage for updated parking guidelines to be added to the CC&R’s relating to work trailers/dumpsters, trailers, mobile homes and RV’s.  These rules were approved by the board with some minor changes.  Jean will distribute the final version and will add the approved rules to the CC&R’s.

Painting Homes Update:  Only two homes remain to be painted this year and are to be completed in April.

Clean up of lot owned by Tamarac SE side of Moon Valley Park:  The Board had approved a clean-up fee of up to $2500 and landscapers spent 6 hours doing the work, including cutting down creosote bushes.  Issue is the burned Mesquite tree which is half dead/half alive.  We would like the burned limbs to be removed.  Stu and Jean will meet with landscapers and determine if the large, burned limb can be safely removed.  The City of Phoenix have warned us not to go into the wash.

New Business

  1. Lighting at entrance:  One person at the annual meeting commented that the solar lights at the entrance are too dim.  Jean is checking to see if stronger bulbs can be used or if there is another inexpensive way to improve the lighting.
  2. Replacing gravel in some property areas:  Stu said there is nothing in the budget this year for replacing gravel.  He suggested we add it into the 2023 budget.
  3. Buying property for relative:   A homeowner would like to buy another property in Tamarac for his mother-in-law.  Rules state that the resident living in the house has to be on the title and a home cannot be rented until after two years of ownership.
  4. Stop Sign at entrance:  Jean said the landscaper scraped his back on the low stop sign on the corner of Kathleen and 6th Dr. and is concerned it might be a safety hazard.  Stu said it’s been there for 5 years with no issues.  Several members felt it isn’t a problem.  It was decided that Jean will see how much it would cost to raise both the stop sign and the street sign just above it and the board will decide if it’s worth the cost to raise them both.
  5. Financial Report:   Randy handed out and reviewed  financial reports.
