Tamarac HOA Board Meeting
April 10, 2024
MINUTES

Attending: Jean Long, Stu Smith, Mary Bartlett, Judy Gardner, Randy Vinson, Kathy
Strasser. The meeting was called to order at 7:00 p.m. Stu moved and Mary 2 nd to
approve March minutes; accepted.
Old Business

  1. Planting on 7 th Ave (Jean): 12 plants are being installed on 7 th Avenue this week.
  2. Safety Meeting (Mary): As reported in March minutes, the safety meeting will be
    held on April 18 at the pool park; Mary is sending 2 nd reminders and confirming
    speakers.
  3. Architectural Committee Update (Kathy): A full report was sent to board
    members prior to the meeting. All outstanding violations are being handled.
  4. Street Signs (Stu): All street sign poles have been painted with one exception
    which will be completed this week.
  5. Sidewalk/Driveway repairs: A letter was received from our lawyer, Quinten’s
    response to our questions about responsibility for sidewalks leading to a
    homeowners’ door. His response, “Section 9.3 of the CC&Rs says the Owner
    maintains his Lot except for the landscaping improvements that are to be handled by the
    Association. This language, read in conjunction with Section 9.2, suggests that the
    Association maintenance obligations on the front yard are limited to landscaping matters
    leaving the walkway to be maintained by the Owners.”
    New Business
  6. Shrubs needing trimming: There are several shrubs in the community that are
    taller than the 5 ft. maximum height. The cost from our landscapers to trim those
    exceeding the maximum height is $720. Kathy moved/Judy seconded a motion to
    approve expenditure/approved. Jean will talk to homeowners affected before
    trimming is done.
  7. Capital Reserve (Stu): Stu showed pictures of several areas in need of repair on
    our streets. A motion (Mary/Kathy) was made to allow Stu to get 3 bids for the
    repairs. Motion passed and Stu will bring bids to next board meeting. This
    expenditure would come out of our Capital Reserve.
  8. Moon Valley Park Wash area: The area of the wash that the city of Phoenix is
    responsible for is not being maintained and has large weeks growing there. We
    had to spend $26,000 on the part we own (for cleaning and pre-emergent to
    control weeds) to avoid fines from the city. It was decided to send a letter to Debra
    Stark about this to communicate that we feel strongly that the same rules should
    apply to them as well as the HOA.

    The meeting was adjourned to Executive Session at 8:00 p.m.
