Tamarac HOA Board Meeting

April 23, 2025

MINUTES

Attending:  Mary Bartlett, President; Kathy Strasser TAC Chair; Jean Long, Vice President; Stu Smith, Treasurer; Judy Gardner, Secretary, Randy Vinson, Administrator. Guests: Natalie Bencomo; Jody Rhodes homeowner; Gabrielle Snyder, homeowner, her guest, Jake, and her parents. The meeting was called to order at 7:00 p.m. March minutes were approved.

Old Business

  1. School Parking:  Still too many people parking in our community for school pickup.  Nothing has worked so far and, even when approached personally by a board member, parents/drivers ignore the fact that this is private property.  A couple of options were discussed, however, with only a couple of weeks left of school it was decided to table the discussion for now.
  2. Parking Issue: Homeowner with a garage that was modified before the house was purchased is having a problem getting two cars in the garage because of the modification.  It was requested that we make a exception to our CC&R rules about having two cars in the garage so the guest of the homeowner (who is not living there but frequently visits overnight) can park on the street.  The board explained that we cannot change the CC&R rules.  Rules are made by the homeowners.  The Board’s responsibility is to enforce them and to be sure everyone is treated the same.  We discussed having homeowner write up their request with all the facts, send it to the board and we will discuss further action.
  3. Cox Agreement – Neal Carlsen has obtained a verbal agreement from Cox Communications that they will pay us $20,000-$25,000 over three years if we agree not to promote any other carrier in our community.  Neal receives 10% commission for obtaining the agreement. Next step is to review the written agreement.

New Business

  1. State Bill:Mary provided wording of a new state bill that requires board meetings be open to members (our already are), and that the board “shall keep a copy of recordings of the meeting for at least six months and make such recording available to any member on request”.  Since we always have a recording of every meeting (written minutes) and we post them on our website and at mailboxes, we are already following this ruling.  We also keep all board minutes for many years.
  2. Checking account – our bank now charges $15 a month to use their deposit machine to make deposits to our account.
  3. Landscaping – Although Jean did everything in her power to notify homeowners about the bush/tree trimming schedule, including actually putting markers on driveways of homes that requested no trimming, etc. there are several people unhappy with the latest trimming by our landscapers. Some are worried that their plants/bushes look terrible now – however, an occasional significant trimming is necessary and will result in fuller, more beautiful plants/bushes once we have a month or so of warm weather.
  4. Pool Opening – The pool and restrooms are now open for the season.  We are attending to some chairs that need repairs in the pool area.
  5. Memorial Bench – The daughter of a former homeowner wants to put a memorial bench in the area . We agreed if it goes on Tamarac property it must be green.  Waiting to hear of her plans.
  6. Tree Trimming – Stu reports that all tree trimming is done in November.  All trees in the community are inspected before any decisions are made.  We do not do tree trimming at other times due to the expense involved, unless there is an emergency.
  7. Electric Bikes/Scooters – Jean is in touch with the city about the use of motorized bikes/scooters being used in the park and on our private streets.  They are developing a code to address the issue in the park.  Jean talked to the youngsters using the bikes in an unsafe manner on our streets as she is concerned about their safety.  They have not changed their behavior, however, there is not much we can do about it even though it is a concern about our liability if an accident occurs, in addition to our concern for their safety.  Jeremy gave an estimate to put up a barrier on the rock area on our property at the end of 6th Drive of $585.  Stu moved/Kathy 2nd to put up the barrier.  Approved.
  8. Architecture Committee Report – Kathy handed out her written report.  There are a few changes to the guidelines.  First, language about signs for commercial businesses and safety were added – Stu moved/Jean 2nd – approved. Secondly, a paragraph about temporary and permanent lights was changed.  Stu moved/Judy 2nd.  Approved.  There were 5 houses with unpainted flashings on their roof that should have been painted when the houses were painted in the last couple of years.  Our painter will paint those next spring when he does our regular painting. There are some others that should have been painted when new roofs were added and those will be the responsibility of the homeowners – all have been notified. Guidelines will be updated on the website with changes.
  9. Updating minutes on website – Mary asked that we try to have these minutes uploaded to website in a timely manner.
  10. Block Wall – there is one block wall that was damaged by school kids – it will be repaired.
  11. Guests– Gabby and Natalie discussed the possibility of creating a Facebook Group page restricted just to Tamarac homeowners.  This would easily allow us to communicate with all members and create some new activities.  Natalie would like to ask the members if they would like to share remodeling/renovation projects with each other to get ideas for our homes.  Jean/Judy noticed how many homeowners are women living alone and wondered if we could perhaps meet up and get to know each other better.
  12. Finance Report – Randy reviewed the March financial report.  We are on budget for the year.
