Tamarac at Moon Valley HOA Board Meeting
August 10, 2022 7:00 PM
Attending: Jean Long, President; Diane Welch, Vice President; Stu Smith, Treasurer, Kathy Strasser, Board Member; Randy Vinson, Administrator. Judith Gardner, Secretary was not in attendance. Jody Rhodes, homeowner was also present.
Call to Order: Jean Long called the meeting to order at 7 pm.
Last month’s minutes read: Minutes of the July 13, 2022 meeting were discussed. Diane motioned to accept the minutes. Stu seconded the motion. The motion passed.
Old Business:
- CC&R Home Inspection Diane Welch presented to the Board with an HOA Checklist for Property Under Contractual Sale that the Architectural Committee has developed. This check list will be used by Board members when assessing a home that is being sold to assure it is in compliance with the CC&Rs. Randy Vinson will inform the President and the Chairperson of the Architectural Committee of the home under contract. Within 3 to 4 days two Board members will inspect the outside of the house using this checklist and then report back to Randy if the property is in compliance. The Board thanked the Architectural Committee for all their work!
- Flooding 422 W Marconi Jean Long reported on the flooding of the home at 422 W Marconi due to the heavy rains. She also presented a bid for repairing the grade of the yard and replacing the sidewalk at the house. After discussion it was voted that even though the Board, in good faith, approved placing French drains in the property last summer to elevate the flooding the rain flooded the house again. Because the property belongs to the homeowners the repairs to the yard and the sidewalk are the responsibility of the homeowners. Both owners have been asked by the Board to place proper rain gutters and down spouts on their properties. Neither have done so. Jean will present this information to the HOA lawyer and the homeowners.
- Tree Removal Rain has helped increase the growth of many of the trees and bushes in the community. Stu has developed a list of trees that need to be trimmed or removed and a list of bushes that need to be trimmed to below 6 feet. Stu will work with Broken Limb to have the trees trimmed and/or removed. Jean will work with the landscapers on the bushes being trimmed to below 6 feet. It is recommended, to keep within budget, that tree trimming and removing be scheduled for once a year unless there is an emergency. Stu will confirm with Broken Limb which month would be best. The Board has suggested November.
- Sprinkler expenses Stu is concerned that the expense of sprinkler repair in the common area is much higher then in the past. He will continue to keep records on this and report to the Board.
- Chaise Lounge Repair Jean reported that three of the chaise lounges are being repaired and one that was repaired last month was returned because of a defect in the chair seat. It will be repaired and returned.
- RV Parking Concerns Jean has invited several RV owners and other homeowners to meet as a committee to discuss parking of RVs and other vehicles in the property. This includes vehicles that are owned by people just visiting the community. A tentative date to meet is being set for September.
New Business:
- Vehicles parked on the streets (not RVs) As parking is a premium in our community it is important that when you park a third or fourth vehicle on the street that you refrain from parking in front of another person’s house. To do this all a driver has to do is look for places that are not in front of houses but on the side of the houses. Jean will send an e-blast about this.
- Review of Fine Policy At this time we do not wish to review or change the fine policy.
- Sink holes on property Sinkholes have been reported in many yards. Jeremy is aware of these but is waiting for a few days without rain before he fills them in. This way the ground should be more stable.
- Children on electric scooters in community The children who were riding the scooters reported what happened to their parents and have realized how important it is to stop and look both ways. They were very sorry.
- Food truck for September Looking to have Pork on a Fork at the park around the third week of September.
- Financial Report- Randy reviewed the financial records. We have been effected by the increase in costs and will keep this in mind when creating next year’s budget.
