Tamarac HOA Board Meeting
August 21, 2024
MINUTES
Attending: Jean Long, Stu Smith, Mary Bartlett (by phone), Judy Gardner, Randy Vinson, Kathy Strasser. Guests: Jody Rhodes, Rob & Terry Snyder, Gabby Snyder, Lennie Cordellone. The meeting was called to order at 7:00 p.m
Street Sealing Presentation & Questions, Karl Lillie, Owner, Az Asphalt.
Karl handed out material explaining the purpose & Life Cycle of seal coating streets.
To summarize: Asphalt lasts 25 to 30 years with proper maintenance. This requires regular seal coating to provide a protective layer from the elements & from drying out. According to the Board’s research, no sealing was done to the streets before 2015 which resulted in the HOA redoing the entire streets, base & asphalt in Tamarac. With new streets the board has adopted a 3-to-5-year sealing schedule. The streets were sealed in 2016, 2020 & 2024, based upon physical wear. This expense is budgeted through the Capital Reserve fund. This avoids homeowner assessment.
Questions addressed:
- Was the sealing done when it was too ‘hot? No, sealing can be done anytime except during rainy weather.
- Was the recent job only a “patch job” or full repaving? No. All streets were covered with Crack Seal & PMM Ultra Seal Coating.
- There were many “quarter sized divots” on the streets & some areas had large cracks that have reopened. Karl responded That there are always divots in the Asphalt & they are “in the original asphalt.” They become more visible due to the new sealing. Cracks are due to “heavy loads”, like garbage trucks, Power Steering turns while the vehicle is not moving, etc. Karl will review & touch up any areas needing it. Also, Stu noted several homeowners moved the barriers & drove on the new seal, as well as several deliveries were made on the new seal.
- Question arose about the curve on Marconi & 4th Dr. “not being much better”. Stu & Karl showed the board “before & after” pictures of the area. It is better. Karl will review the area again.
The Board thanked Karl for his presentation & response to our issues.
Kathy moved, and Stu 2nd, to approve June minutes; accepted. (no meeting in July).
Old Business
- Architectural Committee Update (Kathy): Kathy handed out a report and discussed the issue of some homes needing to have flashing painted. This will be discussed further at the annual meeting in October. Kathy also distributed updated guidelines which will be posted on our website, along with the finalized list of approved trees/bushes.
- APS/Century Link boxes (Jean): Century Link fixed some (not all) leaking boxes. Jean will follow up on APS.
- Pool Umbrellas (Jean): Someonw damaged another pool umbrella. Jean will obtain a couple more new ones.
New Business
- Painting Contracts (Mary/Jean): Due to the significant cost of painting houses in the community, the board obtained two quotes. The person who has done our painting for years, Specialized Painting, quoted $3229 for single story; $4470 for 2 story homes. The other company, Copper Valley, quoted $2,200 for a single story and $2,800 for a 2- story home. All conditions are the same. Copper Valley will guarantee paint for 10 years and they have a crew of 7 people. The board will develop a contract and will vote on which bid to accept at the next meeting.
- Landscape Contracts (Jean): We are currently in negotiations with a few companies for our landscaping contract for next year. Our current landscapers issued a new contract (which includes the remaining months of 2024), raising their rates. However, they have been notified that the board must review and vote on any new, or changes, to contracts. Jean and others will meet with current and potential landscapers to review.
- Pool (Jean): We will get bids on replacing the timer which must be replaced.
4 Annual Meeting – October 5th : Judy will contact St. Paul’s about reserving a room. The meeting will be at 10:00 a.m. on October 5th and residents will be notified.
5 Capital Reserve (Stu): We are doing a good job meeting our budget this year although we have had some significant capital expenses. Stu said he doesn’t expect to have any major expenses next year.
6 .Financial Report (Randy): We are doing well on our budget this year.
