Tamarac HOA Board Meeting

February 10, 2026

MINUTES

Attendees:  Ursula Strephans, President; Jean Long, Vice President; Judith Gardner, Secretary’ Sue Rounds, Treasurer;  Randy Vinson, Administrator;  Mary Bartlett, Stu Smith, Members-at-Large.  Guests:  Jan Anfinson, Jody Rhodes (TAC), Christine Walsh, Carole Contrell.  January minutes were approved.

New Business

  1. Neighborhood Directory:  Judith reported the updated neighborhood directory is at the printer and will be delivered to those included in it over the next 7-10 days. The cost is $68 plus tax.
  2. House Painting Update:  Mary reported that he 2026 house painting will conclude this week.
  3. Pool House Update:  Mary reported the roofing of the pool house is in process. The bid for painting the pool house, gates  and the pillars around the pool was approved by email vote by the Board.
  4. CC&R Revisions:  Mary provided a proposal for changes to the CC&R’s regarding parking.  Stu moved and Sue 2nd to accept the changes as proposed.  These  proposedchanges will be sent with a letter to all homeowners for approval with a reply envelope.  The proposed changes reflect the change in size of vehicles since the CC&Rs were first written in the 80’s.  Approval by 51% of homeowners (62 homes) is needed to implement the changes. Stu suggested we review all CC&R’s, especially those relating to landscaping and architecture,  to determine if any other changes are needed.  The process to change CC&Rs is a timely and costly process.
  5. Parking:  Mary reported that the homeowners/residents’ vehicle registration update is still not compete – she will follow up with those not responding.
  6. Architectural Committee Update:  Jody Rhodes provided a written report.
    TAC guidelines and forms are being  amended to clarify permanent lighting  requirements.  Several guests requested clarification on this topic.  Stu moved/Jean 2nd and the Board agreed that permanent lighting must be attached to the soffit or fascia, and wires are not to be visible. In one case, the board agreed to allow one homeowner/guest  to paint the visible wires already installed at her home the same color as the fascia at her expense. 
    Primary focus of 2026 for the TAC will be (1) mapping homes that don’t have the required Madison Gold gravel in their yards, (2) fall planting, (3) gate repair (4) awning repair and (5) stem wall deterioration. 
    Another issue raised by a homeowner guest regarded a large tree which was originally planted in her yard but has grown and encroaches on her neighbor’s yard.  The issue is that the roots of the tree have lifted the sidewalk, causing a tripping hazard.   Jean moved and Sue 2nd, and the Board agreed to allow the homeowner to do what she wants with the tree, at her expense.  The HOA does not remove living trees.   Repairs to her sidewalk  also is at her expense.  The TAC was also asked to  clarify for homeowners the allowable expense for replacement of trees and shrubs.   Replacement trees are limited to 15 gallon/$250 or a maximum of $250 – with only the amount spent to be reimbursed within these limits.  This includes planting expenses.  Shrubs are limited to 5 gallons.
    A discussion was held about the short wash filled with rocks at the end of 6th drive by the park where people are riding bikes as a hazard and possible liability.  There have been posts/chains there blocking access, but those are deteriorated and are not stopping riders from accessing that area.  Jean will obtain pricing to install two boulders in that area to avoid access.  Ursula is looking into obtaining boulders at no cost from her contacts. 
    Jean reported that we need to add signage at the pool area to notify people that they are being recorded by our pool cameras.  She will obtain a quote for necessary signage.
  7. HOA Email Signatures:  A reminder was made that anyone sending an email using the Tamarac email address must include their name as the sender.
  8. Financial Review:  Randy reviewed the financials for January.  Everything is within or below budget.
