Minutes January 14, 2020 Board Meeting
Attending: Mary Bartlett, President; Pauly Heller, Vice President; Stu Smith, Treasurer; Randy Vinson, Asst. Treasurer; Jean Long, Secretary; Diane Welch, Block Watch
Call to Order: Mary Bartlett called the meeting to order at 7:00 pm
Minutes: The minutes from the November 13, 2019, Board Meeting were read and corrected. Mary moved that the minutes be accepted with the corrections. Stu seconded the motion.
Old Business:
- Block Watch update: Diane reported that neighbors have volunteered to be in charge of different areas of the community for the Block Watch Program. Jill Haley and Barb Runquist will be in charge of 6th Drive. Lisa Holland and Giovanna McDermott will be in charge of 6th Avenue. Jill Hunt will be in charge of 5th Drive (Jean Long offered to help if needed.) Karen Kukey will be in charge of Tierra Buena. Jane Scoville and Billie Horn will be in charge of Marconi.
- HOA: FYI Our attorney offers lectures concerning HOA interests. Also Mulcahy Law Firm has videos available concerning HOA.
- Legal information: Section 2.3 of the By-Laws explains what entails a quorum. After reviewing this section, our Attorney advised they be re-written to clarify a quorum. Mary will contact Attorney for sample. By-Laws do not require homeowners’ votes.
- Tree Trimming update: The tree trimming has been completed for this cycle. The cost came to over $4700. The increase was due to the removal of a large pine tree at 15827 6th Drive and having to replace the sidewalk it was destroying. The concrete work cost $650. The cypress trees on 7th Avenue were removed and we do not plan on replacing them at this time.
- Sprinkler Expense update: The repairs to the sprinkler systems are averaging approximately $100 per house per year. When the timing box for the sprinkler system needs to be replaced the cost is approximately $125 per box. It is requested by the Board that the homeowners LEAVE THE TIMING BOXES ALONE.
- Lawn Committee update: Jean thanked all of the members of the lawn committee for their hard work in getting the data that is being processed. Jean will present an update to the cost of the upkeep of the lawns at the Annual Meeting in April.
- Review of Christmas Party: The party was a great success and everyone who attended seemed to have a good time. Unfortunately, the rain started so we had to end early. Next year we plan to communicate the event earlier and to encourage more people to attend. We have a heater in the tent and plan to have a larger tent next year. The Christmas Party is usually scheduled for the first Saturday in December.
- Financial Report: Most of our homeowners remembered that the fees have risen to $120 per month. Randy sends out emails if he does not receive the fees from a homeowner. The resealing of the streets will be a significant expense this year.
New Business:
- Homeless Woman: There was a woman who appeared homeless in our neighborhood. She was trying to open the gates at different homes. Please be aware of your surroundings and if something unusual is happening, contact the police by using the 911 number if it is an emergency and, if it is not an emergency, dial 602-262-6151.
- Activities committee: We discussed starting an activities committee to help us better communicate with our homeowners and to help create fun activities such as the picnic and the Christmas party. Several names were mentioned. Mary will be getting in contact with these people. If anyone else would like to be on this committee, please let us know.
- Annual Meeting Plan: The Annual Meeting of Tamarac at Moon Valley is scheduled for April 4. Mary is checking with Saint Paul’s Catholic Church to see if we can rent a room there for the meeting. We also discussed if we could rent a larger room and include a picnic potluck after the meeting so everyone can chat.
- Solicitation of new members: We will have two Board member spot up for election at the annual meeting. One of our Board members will not be running for reelection. It would be outstanding if some of the other homeowners would step forward to run for these openings.
- Demo of computerized voting system: Mary demonstrated to us how smart phones can be used for recording votes in an election. This would allow people who have this type of phone to vote electronically. The cost is estimated at $10 per home. Of course, people who do not have these phones or do not wish to vote by phone will be given paper ballots to fill out.
- Pool resurfacing: It has been 10 years since the pool has been resurfaced. The pool is in need of resurfacing. The cost will be about $13,000. It was noted that several contractors were contacted to bid on this job. Unfortunately, only one showed up to bid on it. Mary moved that the pool be resurfaced before spring. Pauly seconded the motion and the motion passed. Mary will notify CDC Pool so our pool can be scheduled for resurfacing.
Adjourn: Pauly motioned that the meeting be adjourned, Diane seconded. The meeting adjourned at 8:40 pm.
