Attending: Jean Long, President; Diane Welch, Vice President; Pauly Heller, Secretary; Stu Smith, Treasurer; Randy Vinson, Asst. Treasurer; Randy Pence, Architectural Committee Co-chairman; Matt Grove, resident; Lilith Schutte, resident.

Call to Order: Jean Long opened the meeting at 7:14 p.m.

Minutes: Stu moved to approve minutes of the December Board Meeting as distributed to the Board by email. Diane seconded. Minutes approved.

Old Business:

1. Tree Removal Notification: Board agrees that homeowners should be notified via email one week in advance of scheduled date of tree removal in their front yard. This notification

should include information from CC&Rs articles 9.1 and 9.2 regarding Board’s responsibility to remove trees that are in danger of damaging a home or are diseased or dead.

2. Repairing damage to walkway light at Lot 34 and compensating homeowner for replacement of tree that was removed:

(a) Jean will have handyman look at Lot 34’s broken light to assess damage and fix it.

(b) Board agrees to pay homeowner the value of a permitted 24-gallon tree or up to $100 for permitted tree purchased by homeowner.

3. Children playing in the street: Jean will send email (a) telling parents to supervise children and educate them about watching for cars and (b) telling residents to drive slowly and carefully and be aware of children playing in street.

4. Tree-trimming report (Stu): Approximately $4,300 was spent on removing and trimming trees in December.

5. Park signs report: City of Phoenix Parks Department will not allow No Parking signs to be erected along Tierra Buena in park area. We may add signs in our common area at east and west ends of Tierra Buena and by mailboxes on Tierra Buena.

6. New handyman: Bill Durham is training Dan Smith, who is also an electrician. Homeowners need to be notified that Dan won’t be as readily available as Bill, and need to know how to turn off water in case of sprinkler system leaks that can’t be immediately repaired.

7. Jean will remind homeowners to contact Board rather than contractor to fix common area issues.

8. Landscaping:

a. Drew will select small, colorful shrubs to replace ones removed in pool park.

b. The brick border will be moved further away from Lot 17’s fence.

c. Drew will also do gravel replenishment in pool park and in washed-out areas along 7th Avenue. Jean will create map showing gravel-replenishment areas and the cost to notify homeowners in advance of work. This will be a capital expense. Stu and Jean will discuss further and create a plan.

9. Annual Meeting will be via Zoom call Saturday, April 3, 2021, at 10 a.m. Jean will notify homeowners.

New Business:

1. Financial Report (Randy V)

2. Jean will ask the owner of Lot 17 (Lilith Schutte) if she would like to have her wrought-iron fence adjacent to the pool park replaced with a block wall at the HOA’s expense.
