Tamarac at Moon Valley HOA Board Meeting
July 14, 2021
MINUTES
Attending: Jean Long-President, Diane Welch-Vice President, Judy Gardner-Secretary, Stu Smith-Treasurer, Randy Vinson-Asst. Treasurer/Administrator, Mike Sliwa-Member, Jody Rhodes – Architectural Committee member.
Call to order: The meeting was at Diane’s house and was called to order at 7:02 p.m.
Minutes: Stu moved to accept the June minutes. Diane seconded. All approved.
Old Business:
- USPS mailbox being repaired this week by Bill Davies. It will be taken away for 24 hours to repair and then returned.
- Fence repair on Lot 88 – completed and payment by homeowner agreement in place.
- Umbrellas for pool house – had trouble finding any available. Jean will order.
- Language will be updated to reflect board’s decision about tree replacement.
- Sprinkler systems – landscaper wants too replace any broken parts caused by his company – however, most aren’t found until days later – if we have to replace, he will receive notice to repair (change) the sprinkler immediately. If the sprinkler is not fixed within a day or so, our sprinkler man will repair the sprinkler and we will bill the landscape company.
- APS box between lots 60 and 61. Box is leaking an oily substance. Jean has called and written to APS with no response. She will write again and copy Debra Starke.
- Jean has the new lights for the entrance. Is checking to make sure they work before installation.
- Violation on Lot 22. Pond in backyard is stagnant and causing mosquitos. Homeowner has been called and received two letters of violation with no response (home is rental). The Architectural Committee will make a recommendation on next steps. Reported that neighbors have contacted renters and they are also not doing anything about it.
- Welcoming Committee – Randy will notify Nicole Cyr (Lot 10) to all emails to the welcoming committee.
New Business:
- Questions asked by homeowner Jennifer Hagel (lot 84) have been answered in full.
- Clarifying fine policy. The Architectural Committee will work on refining language and will bring to board for approval.
- Diane brought up that at the base of some of the homes’ foundations there is loose paint and asked if board should do something about it. Board agreed not to address this at this time.
- Language needs to be added to the effect that “anything a homeowner adds to their front yards (i.e. artificial turf, flagstone, etc.) becomes their responsibility and the HOA responsibility is null and void.
- The board feels anyone working on the premises must carry at least liability insurance at the same level that is carried by the HOA ($1 Million). There may be an exception on the limit for handyman. Any contractor hired for major projects (over $1000) must also be licensed and bonded. Jean will look into it further. Also, Stu mentioned that no one is allowed to sign any contracts for the HOA unless reviewed and authorized by the board.
- Jean reiterated that, according to the CC&Rs, a homeowner MUST live in the home for at least two years before renting it out and must have their name on the title. This has been an issue lately with buyers wanting to buy a home just to rent out.
Randy gave the finance report – there were no questions.
Since so many board members will be away in August, it was decided the next board meeting will be held September 8, 2021 at 7:00 p.m. If something urgent arises prior to that we will meet by email or zoom. Adjourned at 8:30 p.m.
