Minutes for May 8, 2019 Board Meeting

Attending:  Mary Bartlett, HOA President; Jean Long, Secretary; Randy Vinson, Asst. Treasurer; Diane Welch, Board Member; Pauly Heller, Board Member.  Homeowner Mike Sieckmeyer will join us at 7:30 to observe.  (Stu Smith was absent.)

Call to Order:  Mary Bartlett called the meeting to order at 7:06.

Minutes:  The minutes from the March 13, 2019, Board Meeting were read and approved.

Old Business: 

Election of Officers was by secret ballot.  Jean Long, Secretary counted the ballots and announced the results:

Discussion of Annual Meeting:  The cost of renting the room at St. Paul’s was $100.  We had an attendance of about 50 homeowners.  After some discussion we agreed that it would be worthwhile to continue to have the Annual Meeting there next year.  We recommend that a microphone be used so that all can hear.

Discussion on how the administration position:  After 30 days of Randy coordinating the phone calls and email for TaMV, he admits there are days with many situations to deal with and other days with no correspondence.  He has only had two phone calls in which the callers were rude.  We will continue this position and review it again next month.

Cypress Tree Committee:  First we want to thank Kathy, Jan, and Kay for quickly looking into the situation with these trees on 7th Avenue.  Their recommendations were that two of the trees could be removed because they are in poor shape and new trees put in their place.  There are also two trees that are close together on the right side of the entrance.  These two trees are two different sizes and they recommended that the smaller one be removed.  Stu looked into having the trees removed and found out it is at least $250 per tree, and then we would have to plant new trees.  Stu also looked into topping the trees.  After some discussion, the possibility of topping off the seven trees to about 2 feet above the fence top was accepted.  This would cost less and would allow the trees to fill out at the bottom.  The cost will be around $1500.  Mary will inform Stu.

Receipt of tenant parking registration:  We have 19 rental units in our community and have requested that the HOA have the names of the tenants and the cars that are associated with the home.  Only four homeowners have not complied with the tenant registration. 

Landscaping Review:  Arroya Verde is our landscaping company. The Board is concerned with the areas of dead grass, untrimmed shrubs and edging issues.  We will be meeting with the landscapers and walking the property to see what needs to be done.

Parking violation update:  Bill Goshert will still be helping us with parking issues.  He patrols the neighborhood in the morning and the evenings.  He notes vehicles that are parked on the streets.  Cars that are parked overnight are noted.  If a car is not registered in the community, Bill notes where it is located and if it is parking there daily, the car will be tagged.  Also, if you park a car on the sidewalk, it will be tagged as soon as possible.  If you have a car that is registered to your home you may not leave it parked in the same spot for more than 72 hours.  Motor homes can only be parked in front of your home for a maximum of 72 hours and may not impede access to any home.

New Business

School Pick-Up:  We are still having problems with parents parking in our community to pick up their children from Mountain Sky Middle School.  We will look in to hiring a security guard to work on our property during the beginning of school next year.

Faucet in the park on Kathleen:  Randy reported that the faucet on Kathleen was checked by the city and did not pass the pressure test.  This test is to assure that the water does not back flow back into the pipes.  The faucet will be fixed and tested again.

Pool Keys:  Homeowners are issued a pool key when they purchase their home.  If a pool key needs to be replaced the fee for the key is $25.00.  Jean Long has access to the pool keys.

Financial Report:  Randy reviewed the finances for the last two months.  There were some questions about $800 listed under pool.  Randy will review the report and email the board explaining the $800.

Adjourn:  Pauly motioned that the meeting be adjourned and Diane seconded.  The motion passed and the meeting ended at 8:54.
