Old Business
- Update on wash/park cleanup – Jean reported that the landscaper has completed several days of cleanup and will complete the job this weekend. Tony Tate from the City will be informed when complete and will visit and confirm that we have met our responsibilities. The $9600 cost is paid out of our capital reserve. Ongoing maintenance will be paid from the operating reserve and future maintenance (to be determined) will be included in next year’s budget.
- Pool Repair – 6 tiles fell off. Jean reported that those will be replaced soon and will require the pool be closed for 3 days at that time. At the end of the season, the water level will be lowered, and further tile repairs will be made when the pool is closed.
- Spring planting – Jean reported that most of the planned planting has been completed although there are a few homes that will have to wait until fall due to various issues. Those issues will be resolved by Kathy and Jean. The TAC will conduct a review of the approved list of trees/shrubs to ensure it is brought up to date and that the landscapers agree with the choices.
- TAC Committee Report – Kathy reiterated that anyone requesting different carriage lights than those listed in the guidelines need to submit a picture of the lights they wish to install for TAC approval. The TAC has approved the painting of the wall at the end of 6th Dr. Lot 15 has broken pavement on driveway, and sidewalk leading to the house – both are homeowner’s responsibility. A letter will be sent to homeowner.
- The light at the front entrance has been replaced and is brighter.
- Extra paint – the issue of receiving 1 qt. of house/trim paint after a house is painted is resolved. The painter will provide the extra paint at no cost.
New Business
- Artificial Turf – Seven homeowners on 6th Avenue have collaborated on replacing grass by installing artificial turf in their front yards. These are lots 22,23,24,25,26,30 and 31. They are all using the same company to provide and install the turf. The board congratulated this group of homeowners on their initiative and stated that they believe this will greatly enhance the beauty of the street. This was also approved by the TAC. Jan suggested that the board communicate this to other community members and encourage them to work together on these types of beautification projects. Pictures and additional information will be highlighted in the next newsletter after the work is completed.
- Rental Guidelines – A discussion was held about how to further define guidelines of rentals in the community. Kathy reported that she has reviewed state guidelines and offered the following to help understand the binding documents:
- CCR’s (Covenants, Conditions & Restrictions) – “The WHAT” – must be filed with the state and any changes require 67% approval by all homeowners.
- By-Laws – “The WHO” – describes who is responsible for day-to-day governance of CCR and Rules/Regulations. Changes require 51% of those who take time to vote.
- Rules & Regulations –Guidelines, Policies/Rules: Includes TAC Guidelines (including tree/shrub guidelines), Parking Rules, Rental Guidelines, Parking Rules, RV Guidelines, Fine Policy, etc. Established by Board of Directors with commentary from community encouraged.
Therefore, the current “Rental Guidelines” will be expanded to provide additional information for homeowners. Kathy will finalize those guidelines and will present the final draft to the BOD at the June meeting.
- Parking Permits – Mary Bartlett, who is responsible for enforcing parking regulations, has developed a parking permit to be used by guests of homeowners who will be parked overnight in the community while visiting. Guest parking must be requested in advance (to Mary) and, when requests are approved, a parking permit will be provided to hang on the rearview mirror. This will ensure that community members are aware of guest cars that have approval for parking in the community.
- Backyard work disputes – if there are disputes between neighbors regarding work (or other issues) being done in backyards the neighbors should work on resolving issues among themselves. The Board is not involved.
- Financial Report – Randy presented updated financials and everything is in good shape in relation to the established budget.
Meeting adjourned at 8:30 p.m.
Next Board meeting is June 14, 2023.
