Tamarac HOA Board Meeting

May 14, 2025

MINUTES

Attending:  Mary Bartlett, President; Kathy Strasser TAC Chair; Jean Long, Vice President; Stu Smith, Treasurer; Judy Gardner, Secretary, Randy Vinson, Administrator. The meeting was called to order at 7:00 p.m. April minutes were approved.

Old Business

  1. Finalization of revised Parking Guidelines – The Board reviewed and revised theParking Rules, Policies and Guidelines to provide more clarity of the CC&Rs onthis topic. The revised guidelines will be reviewed by the Board, then sent to Legal before presenting them to homeowners for comments.
  2. Pool Chair Repair – Jean – chairs are being repaired and will be at the pool by the end of May.

New Business

  1. Arizona Revised Statutes (Powers of unit owners’ association; notice to unit owner of violation) – Mary distributed the statutes regarding the powers of HOA associations so that all board members are clear on responsibilities and authorities.
  2. Repair of Block Walls – Jean shared pictures of several walls that are either discolored or have deteriorated.  The Board will consider patching and painting walls that are damaged (missing concrete).  There are currently two in question.  Those that are only discolored will not be changed.
  3. Landscaping Review – Jean reported that plants/bushes that were trimmed by landscapers are growing and doing well.
  4. Tamarac Architectural Committee (TAC) – Kathy reviewed all properties who currently have a violation.  Many are minor.  Kathy requested clarification as to the timing of addressing Annual community “walkabout” findings since they cannot all be addressed at once.  The board agreed that the identified issues that affect the value of the community as a whole or another homeowner’s property should be addressed first.  If the finding does not affect the community, but only the specific homeowner’s property value, those issues can be addressed over time.  One clarification was made – stem walls are the homeowner’s responsibility to repair just as roof rot boards are the homeowner’s responsibility.  Kathy also reported that a violation letter was sent to Lot 11 regarding non-compliant rock.  Mary provided appeal rights for the homeowner as defined by state statues. Kathy stated there are at least 2 other properties that have non-compliant rock that has been there for years.  Mary will ask for a legal opinion as to how far back we should go to enforce a violation when previous boards did not enforce in a timely manner.
  5. Financial Review – Randy reviewed the financials as of end of April and we are within our budget.  There are no current issues.
