HOA Board Meeting Minutes
Attendees: Jean Long, Stu Smith, Judith Gardner, Mary Bartlett, Randy Vinson. Kathy Strasser was absent. Guests: Diane Welch (TAC Committee), Vicky Rame, Carole Cantrell, Jan Anfinson.
Jean Long called the meeting to order at 7:10 p.m. Mary moved that the August minutes be approved; Stu seconded – approved.
Old Business
- TAC – Diane reported in place of Kathy. She reported that the TAC has updated the checklist of items to review when a property is sold. She will distribute to board members. There was a discussion about issues in the backyard of a home that is changing ownership. It is the HOA’s responsibility to report any issues to the current and potential homeowners, but it is up to them to correct the issue. The HOA is only responsible for the front yard of a property outside of the sidewalk leading to the front door.
- Rental guidelines – Mary reported that the rental guidelines were updated and were sent to all homeowners for comments, which had to be submitted within 30 days – there were none. At the annual meeting in October, we will report on the number of rentals in the community. Mary also reported that only 6 of the 121 homes in the community have not registered their cars with us.
- Sprinkler repair – an issue with sprinkler repairs as related to artificial turf was brought up. The HOA is not responsible for inspecting or fixing any sprinkler issue that occurs under artificial turf. The HOA will not remove any artificial turf to inspect a sprinkler system. It is the homeowners’ responsibility. Stu reported that as of today the HOA has incurred costs of $3,544 on 6 lots with sprinkler issues. One lot was over $800, 2 lots were over $600, 3 were over $500. This issue will be discussed further at the October annual meeting.
- Street signs – the HOA was requested to look into updating/replacing damaged or faded street signs. Stu went to the company that originally made the street signs, and the bid was over $16,000 for 12 street signs. He then researched other companies and obtained bids for aluminum and aluminum composite signs that would fit over the current signs and would not require new poles. The aluminum signs were $3,715 and the aluminum composite signs were $2,586. This will be discussed further at the October annual meeting.
- Resource Directory – it was recommended that we ask homeowners if they would like to add any companies/people to the resource directory which was sent out in July and can be found on the website. Also, Judith was asked to update the neighborhood directory.
New Business
- Garage sale – we are having a neighborhood garage sale the same day as the Moon Valley garage sale) probably the first Saturday in November, but notifications will be sent out.
- Consideration of change to HOA responsibilities for landscaping – Mary asked how much we would save if homeowners were responsible for their own landscaping. It would only reduce the monthly fees by about $6.00 and we would run the risk of some homeowners not keeping up with landscaping standards. The idea was rejected.
- Tree Trim/removal – lots of trees & bushes have been lost due to the extreme heat. Our next round of tree trimming/removal will probably take place in early November.
- Draft of 2024 budget – Randy handed out a projected budget for 2024 showing increases in many areas, with the most significant being in utilities – electricity and water. It shows a shortfall of $8,580 which would increase dues by between $6-14 per month. This will be discussed at the October annual meeting along with a discussion on how we can reduce expenses.
- Front yards – a discussion was held about what the HOA can/should do if a front yard needs more gravel/grass. The HOA is responsible for paying for gravel/grass.
- Annual meeting – will be held at St. Paul’s on Saturday, October 7th at 10:00 a.m.
- Grants – Jean is looking into the possibility of applying for grants for upkeep of the wash and other public areas. Stu is also looking at grants for tree trimming.
- Painting – Danny is scheduled to paint the houses on the list with only a slight increase in fee. We have requested that he also paint the wall at the end of 6th Drive.
- Welcome committee – all new homeowners have been visited by a welcome committee member except for one, which is on the schedule.
- Financial Report – Randy distributed and reviewed the current financial statements.
