{"id":1031,"date":"2023-05-23T15:06:17","date_gmt":"2023-05-23T22:06:17","guid":{"rendered":"http:\/\/tamaracmv.com\/community\/?page_id=1031"},"modified":"2023-05-23T15:06:17","modified_gmt":"2023-05-23T22:06:17","slug":"may-2023-board-minutes","status":"publish","type":"page","link":"http:\/\/tamaracmv.com\/community\/may-2023-board-minutes\/","title":{"rendered":"May 2023 Board Minutes"},"content":{"rendered":"\n<p><strong>Tamarac at Moon Valley<\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong>May 10, 2023&nbsp;&nbsp; <\/strong><strong><\/strong><\/p>\n\n\n\n<p><strong>Minutes<\/strong><\/p>\n\n\n\n<p><strong>Attendees:&nbsp; Jean Long, Stu Smith, Judith Gardner, Kathy Strasser, Randy Vinson.&nbsp; Mary Bartlett was absent.&nbsp; Guests:&nbsp; Gabrielle Snyder, Jody Rhodes, Jan Anfinson, Karen McRae, Carole Cantrell, Diane Welch.<\/strong><\/p>\n\n\n\n<p><strong>Jean Long called the meeting to order at 7:00 p.m.&nbsp; Stu moved the April minutes be approved; Kathy seconded \u2013 approved.<\/strong><\/p>\n\n\n\n<p><strong><u>Old Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Update on wash\/park cleanup<\/strong> \u2013 Jean reported that the landscaper has completed several days of cleanup and will complete the job this weekend.&nbsp; Tony Tate from the City will be informed when complete and will visit and confirm that we have met our responsibilities.&nbsp; The $9600 cost is paid out of our capital reserve.&nbsp; Ongoing maintenance will be paid from the operating reserve and future maintenance (to be determined) will be included in next year\u2019s budget.<\/li>\n\n\n\n<li><strong>Pool Repair<\/strong> \u2013 6 tiles fell off.&nbsp; Jean reported that those will be replaced soon and will require the pool be closed for 3 days at that time.&nbsp; At the end of the season, the water level will be lowered, and further tile repairs will be made when the pool is closed.<\/li>\n\n\n\n<li><strong>Spring planting<\/strong> \u2013 Jean reported that most of the planned planting has been completed although there are a few homes that will have to wait until fall due to various issues.&nbsp; Those issues will be resolved by Kathy and Jean.&nbsp; The TAC will conduct a review of the approved list of trees\/shrubs to ensure it is brought up to date and that the landscapers agree with the choices.<\/li>\n\n\n\n<li><strong>TAC Committee Report<\/strong> \u2013 Kathy reiterated that anyone requesting different carriage lights than those listed in the guidelines need to submit a picture of the lights they wish to install for TAC approval. The TAC has approved the painting of the wall at the end of 6<sup>th<\/sup> Dr.&nbsp; Lot 15 has broken pavement on driveway, and sidewalk leading to the house \u2013 both are homeowner\u2019s responsibility.&nbsp; A letter will be sent to homeowner.<\/li>\n\n\n\n<li><strong>The light at the front entrance<\/strong> has been replaced and is brighter.<\/li>\n\n\n\n<li><strong>Extra paint \u2013 <\/strong>the issue of receiving 1 qt. of house\/trim paint after a house is painted is resolved. The painter will provide the extra paint at no cost.<\/li>\n<\/ol>\n\n\n\n<p><strong><u>New Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Artificial Turf<\/strong> &#8211; Seven homeowners on 6<sup>th<\/sup> Avenue have collaborated on replacing grass by installing artificial turf in their front yards.&nbsp; These are lots 22,23,24,25,26,30 and 31.&nbsp; They are all using the same company to provide and install the turf.&nbsp; The board congratulated this group of homeowners on their initiative and stated that they believe this will greatly enhance the beauty of the street.&nbsp; This was also approved by the TAC. &nbsp;Jan suggested that the board communicate this to other community members and encourage them to work together on these types of beautification projects.&nbsp; Pictures and additional information will be highlighted in the next newsletter after the work is completed.<\/li>\n\n\n\n<li><strong>Rental Guidelines<\/strong> \u2013 A discussion was held about how to further define guidelines of rentals in the community.&nbsp; Kathy reported that she has reviewed state guidelines and offered the following to help understand the binding documents:<\/li>\n\n\n\n<li><strong>CCR\u2019s (Covenants, Conditions &amp; Restrictions<\/strong>) &#8211; \u201cThe WHAT\u201d \u2013 must be filed with the state and any changes require 67% approval by all homeowners.<\/li>\n\n\n\n<li><strong>By-Laws<\/strong> \u2013 \u201cThe WHO\u201d \u2013 describes who is responsible for day-to-day governance of CCR and Rules\/Regulations.&nbsp; Changes require 51% of those who take time to vote.<\/li>\n\n\n\n<li><strong>Rules &amp; Regulations<\/strong> \u2013Guidelines, Policies\/Rules:&nbsp;&nbsp; Includes TAC Guidelines (including tree\/shrub guidelines), Parking Rules, Rental Guidelines, Parking Rules, RV Guidelines, Fine Policy, etc.&nbsp; Established by Board of Directors with commentary from community encouraged.<\/li>\n<\/ol>\n\n\n\n<p>Therefore, the current \u201cRental Guidelines\u201d will be expanded to provide additional information for homeowners.&nbsp; Kathy will finalize those guidelines and will present the final draft to the BOD at the June meeting.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Parking Permits<\/strong> \u2013 Mary Bartlett, who is responsible for enforcing parking regulations, has developed a parking permit to be used by guests of homeowners who will be parked overnight in the community while visiting.&nbsp; Guest parking must be requested in advance (to Mary) and, when requests are approved, a parking permit will be provided to hang on the rearview mirror.&nbsp; This will ensure that community members are aware of guest cars that have approval for parking in the community.<\/li>\n\n\n\n<li><strong>Backyard work disputes <\/strong>\u2013 if there are disputes between neighbors regarding work (or other issues) being done in backyards the neighbors should work on resolving issues among themselves.&nbsp; The Board is not involved.<\/li>\n\n\n\n<li><strong>Financial Report <\/strong>\u2013 Randy presented updated financials and everything is in good shape in relation to the established budget.<\/li>\n<\/ul>\n\n\n\n<p><strong>Meeting adjourned at 8:30 p.m.<\/strong><\/p>\n\n\n\n<p>Next Board meeting is June 14, 2023.<\/p>\n\n\n\n<p>Submitted by:&nbsp; Judith Gardner<\/p>\n\n\n\n<p>May 11, 2023<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tamarac at Moon Valley May 10, 2023&nbsp;&nbsp; Minutes Attendees:&nbsp; Jean Long, Stu Smith, Judith Gardner, Kathy Strasser, Randy Vinson.&nbsp; Mary Bartlett was absent.&nbsp; Guests:&nbsp; Gabrielle Snyder, Jody Rhodes, Jan Anfinson, Karen McRae, Carole Cantrell, Diane Welch.
