{"id":1067,"date":"2023-06-28T15:54:14","date_gmt":"2023-06-28T22:54:14","guid":{"rendered":"http:\/\/tamaracmv.com\/community\/?page_id=1067"},"modified":"2023-06-28T15:54:14","modified_gmt":"2023-06-28T22:54:14","slug":"june-2023-board-minutes","status":"publish","type":"page","link":"http:\/\/tamaracmv.com\/community\/june-2023-board-minutes\/","title":{"rendered":"June 2023 Board Minutes"},"content":{"rendered":"\n<p>Tamarac at Moon Valley<\/p>\n\n\n\n<p>June 14, 2023<\/p>\n\n\n\n<p>Minutes<\/p>\n\n\n\n<p><strong>Attendees<\/strong>: Stu Smith, Jean Long, President; Kathy Strasser, Vice President; Stu Smith, Treasurer, Mary Bartlett, Board Member and Randy Vinson, Administrator.&nbsp; Judith Gardner was absent.<\/p>\n\n\n\n<p><strong>Meeting Called to Order<\/strong> by Jean Long.<\/p>\n\n\n\n<p><strong>May Minutes: <\/strong>read, approved by Stu and seconded by Mary Bartlett with 2 changes&nbsp;&nbsp; (lot14 to Lot 15 and Mary is responsible for Rental Guidelines, not Kathy)<\/p>\n\n\n\n<p><strong>Old Business:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong><u>HOA requirements &#8211;<\/u><\/strong> Kathy presented an updated document that summarizes the approval and comment periods for changes to the CC&amp;Rs, ByLaws, and Rules and Regulations. When any of these documents are changed the changes MUST be presented properly to the community.&nbsp; CC&amp;Rs must be filed with the State and changes require 67% of all homeowners (not just voting members).&nbsp; ByLaws must be sent out to the community for a 30 day period and changes require a 51% approval of the homeowners of those who take time to vote. Rule, Regulations, Guidelines and\/or Policies must be sent out to the community for 30 days so comments may be made.&nbsp; The Board may approve these after review of the comments from the community.<\/li>\n\n\n\n<li><strong>Rental Guidelines\/Communication<\/strong> &#8211; Mary presented the newest version of the communication tool for tenants of homes rented.&nbsp; The document will be named Rental Rules and Regulations.&nbsp; Stu approved and Kathy seconded the document.&nbsp; Jean will send the document out for community comments.<\/li>\n\n\n\n<li><strong>Parking-procedure<\/strong> outlined the existing guidelines. Mary explained the current process of notices allows as much as 2 weeks time before notices are sent out.&nbsp; The procedure will continue as is but will be reviewed in the future to see if the time frame is being abused by members of the community.&nbsp; Mary included an outline of the procedures, first and second notices, and the notice of intent to tow.&nbsp; Mary also reviewed the towing company and the group approved signage for the towing company.<\/li>\n\n\n\n<li><strong>Changes in several TAC documents <\/strong>\u2013 Kathy reported that the TAC is putting together a document regarding changes to the TAC Guidelines for 2022 and 2023.&nbsp; This document will be forwarded to Jean to send out for comment.&nbsp; The group discussed replacement of plants when yards are converted to artificial grass or gravel.&nbsp; Kathy will ask the TAC to draft language in the guidelines.<\/li>\n\n\n\n<li><strong>Clarification of CCR 6.7 <\/strong>&#8211; Jean handed out the communication regarding 6.6 of the CCRs.&nbsp; This document is clarification of parking requirements and is posted on the Web Site.<\/li>\n\n\n\n<li><strong>Street Signage<\/strong> \u2013 Stu submitted a bid to replace the street signs for $17,000.&nbsp; The board determined this project was too costly for this calendar year.&nbsp; Stu will continue to research affordable options.<\/li>\n\n\n\n<li><strong>Update on:<\/strong><\/li>\n<\/ol>\n\n\n\n<p>a. Wash clean up. Completed!\u00a0 Wash looks great.\u00a0 Jean will request an email from Tony Tate (City of Phoenix) that TAMARAC has met its obligation.<\/p>\n\n\n\n<p>b. Pool repair -Temporary tiles have been installed.<\/p>\n\n\n\n<p>c. Artificial Turf \u2013 completed on 6<sup>th<\/sup> Avenue by various homeowners. <\/p>\n\n\n\n<p>d. Parking Permits tags are available. <\/p>\n\n\n\n<p>e. Wall painting for $900 has been approved by the Board. <\/p>\n\n\n\n<p>f. Varmint traps are not the responsibility of the HOA. <\/p>\n\n\n\n<p>g. Complaint \u2013 In the Winco\/PetsMart shopping center unsheltered encampments and people living out of cars have been reported to the city.<\/p>\n\n\n\n<p>h. Legal Letter from Bees Gilbert and McGroder to redevelop the area around the horse track.<\/p>\n\n\n\n<p><strong>New Business:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Block Safety<\/strong> &#8211; Judith Gardner forwarded information for a license plate reader as it enters or exits the community to help with safety and reduction of crime.&nbsp; The board determined that this will be considered at a later time.<\/li>\n\n\n\n<li><strong>Financial Report &#8211;<\/strong>Randy reviewed the current monthly report.<\/li>\n<\/ol>\n\n\n\n<p><strong>Meeting adjourned at 8:45&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>JULY MEETING WILL BE POSTPONED DUE TO NOT HAVING A FORUM OF BOARD MEMBERS AVAILABLE.<\/strong><\/p>\n\n\n\n<p>Submitted by Kathy Strasser and Jean Long<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tamarac at Moon Valley June 14, 2023 Minutes Attendees: Stu Smith, Jean Long, President; Kathy Strasser, Vice President; Stu Smith, Treasurer, Mary Bartlett, Board Member and Randy Vinson, Administrator.&nbsp; Judith Gardner was absent.
