Jean Long, Stu Smith, Judith Gardner, Mary Bartlett, Randy Vinson.&nbsp; Kathy Strasser was absent.&nbsp; Guests:&nbsp; Diane Welch (TAC Committee), Vicky Rame, Carole Cantrell, Jan Anfinson.<\/strong><\/p>\n\n\n\n<p><strong>Jean Long called the meeting to order at 7:10 p.m.&nbsp; Mary moved that the August minutes be approved; Stu seconded \u2013 approved.<\/strong><\/p>\n\n\n\n<p><strong><u>Old Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>TAC \u2013<\/strong> Diane reported in place of Kathy.&nbsp; She reported that the TAC has updated the checklist of items to review when a property is sold.&nbsp; She will distribute to board members.&nbsp; There was a discussion about issues in the backyard of a home that is changing ownership.&nbsp; It is the HOA\u2019s responsibility to report any issues to the current and potential homeowners, but it is up to them to correct the issue.&nbsp; The HOA is only responsible for the front yard of a property outside of the sidewalk leading to the front door.<\/li>\n\n\n\n<li><strong>Rental guidelines<\/strong> \u2013 Mary reported that the rental guidelines were updated and were sent to all homeowners for comments, which had to be submitted within 30 days \u2013 there were none.&nbsp;&nbsp;&nbsp; At the annual meeting in October, we will report on the number of rentals in the community.&nbsp; Mary also reported that only 6 of the 121 homes in the community have not registered their cars with us.<\/li>\n\n\n\n<li><strong>Sprinkler repair<\/strong> \u2013 an issue with sprinkler repairs as related to artificial turf was brought up.&nbsp; The HOA is not responsible for inspecting or fixing any sprinkler issue that occurs under artificial turf.&nbsp; The HOA will not remove any artificial turf to inspect a sprinkler system.&nbsp; It is the homeowners\u2019 responsibility.&nbsp; Stu reported that as of today the HOA has incurred costs of $3,544 on 6 lots with sprinkler issues.&nbsp;&nbsp; One lot was over $800, 2 lots were over $600, 3 were over $500.&nbsp; This issue will be discussed further at the October annual meeting.<\/li>\n\n\n\n<li><strong>Street signs \u2013 <\/strong>the HOA was requested to look into updating\/replacing damaged or faded street signs.&nbsp; Stu went to the company that originally made the street signs, and the bid was over $16,000 for 12 street signs.&nbsp; He then researched other companies and obtained bids for aluminum and aluminum composite signs that would fit over the current signs and would not require new poles.&nbsp; The aluminum signs were $3,715 and the aluminum composite signs were $2,586.&nbsp; This will be discussed further at the October annual meeting.<\/li>\n\n\n\n<li><strong>Resource Directory \u2013<\/strong> it was recommended that we ask homeowners if they would like to add any companies\/people to the resource directory which was sent out in July and can be found on the website.&nbsp; Also, Judith was asked to update the neighborhood directory.<\/li>\n<\/ol>\n\n\n\n<p><strong><u>New Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Garage sale<\/strong> \u2013 we are having a neighborhood garage sale the same day as the Moon Valley garage sale) probably the first Saturday in November, but notifications will be sent out.<\/li>\n\n\n\n<li><strong>Consideration of change to HOA responsibilities for landscaping<\/strong> \u2013 Mary asked how much we would save if homeowners were responsible for their own landscaping.&nbsp; It would only reduce the monthly fees by about $6.00 and we would run the risk of some homeowners not keeping up with landscaping standards.&nbsp; The idea was rejected.<\/li>\n\n\n\n<li><strong>Tree Trim\/removal<\/strong> &#8211; lots of trees &amp; bushes have been lost due to the extreme heat.&nbsp; Our next round of tree trimming\/removal will probably take place in early November.<\/li>\n\n\n\n<li><strong>Draft of 2024 budget<\/strong> \u2013 Randy handed out a projected budget for 2024 showing increases in many areas, with the most significant being in utilities \u2013 electricity and water.&nbsp; It shows a shortfall of $8,580 which would increase dues by between $6-14 per month.&nbsp; This will be discussed at the October annual meeting along with a discussion on how we can reduce expenses.<\/li>\n\n\n\n<li><strong>Front yards<\/strong> \u2013 a discussion was held about what the HOA can\/should do if a front yard needs more gravel\/grass. The HOA is responsible for paying for gravel\/grass.<\/li>\n\n\n\n<li><strong>Annual meeting<\/strong> \u2013 will be held at St. Paul\u2019s on Saturday, October 7<sup>th<\/sup> at 10:00 a.m.<\/li>\n\n\n\n<li><strong>Grants<\/strong> \u2013 Jean is looking into the possibility of applying for grants for upkeep of the wash and other public areas. Stu is also looking at grants for tree trimming.<\/li>\n\n\n\n<li><strong>Painting<\/strong> \u2013 Danny is scheduled to paint the houses on the list with only a slight increase in fee.
