Kathy Strasser, TAC Chair was absent.\u00a0\u00a0 Guests:\u00a0 Barb Dickerson, Jamie Hanson, Jim Hanson, Nicole Cyr, Jennifer McNulty and Jody Rhodes \u2013 homeowners.<\/strong><br><strong>The meeting was called to order at 7:00 p.m.<\/strong><\/p>\n\n\n\n<p><strong><u>Old Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Reading\/approval of June Minutes<\/strong>.\u00a0 Mary moved\/Jean seconded approval of minutes-approved.<\/li>\n\n\n\n<li><strong>New documents on website: <\/strong>Parking rules have been updated and posted.<\/li>\n\n\n\n<li><strong>Replacement of pool park bench:<u>\u00a0 <\/u><\/strong>Bench was received and installed by Jeremy Long.<\/li>\n\n\n\n<li><strong>Pool Problems:<u>\u00a0 <\/u><\/strong>We have dealt with feces in the pool; vandalized gates; teens on the roof of the pool building.\u00a0 See new business for plans for improvement.<\/li>\n\n\n\n<li><strong>Bulk trash pickup:<\/strong>First Community Bulk trash pickup Took place today, August 12<sup>th<\/sup>.\u00a0 Next date will be Nov\/Dec.\u00a0 Homeowners will be advised prior to scheduled pickup date.<\/li>\n<\/ol>\n\n\n\n<p><strong><u>New Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Penalty for late HOA monthly fees:\u00a0 <\/strong>Randy currently advises homeowners of late payments on the 20<sup>th<\/sup> of the month. The following month a statement is sent out showing both previous unpaid fee and current fee due. If HOA dues remain unpaid for 3 months it is turned over to our attorney for collection, requiring homeowner to pay attorney fees. Homeowners are notified three (3) times prior to being turned over for collection.\u00a0 CCRs do state that we can charge a late fee.\u00a0 A motion was made by Jean and 2<sup>nd<\/sup> by Stu to begin assessing a late fee of $15 per month for overdue payments. \u00a0Motion passed with\u00a0 unanimous vote.\u00a0 A second motion was made by Mary, 2<sup>nd<\/sup> by Judy, to begin assessing the late fee after 30 days of non-payment.\u00a0 Motion was approved unanimously.<\/li>\n\n\n\n<li><strong>Pool Gates:<u>\u00a0 <\/u><\/strong>The board agreed that we must replace the two pool gates as they are very old, and damaged by recent vandalism \u2013 they also don\u2019t close properly .\u00a0 They have been repaired many times but can no longer be reinforced.\u00a0 Jean presented two quotes:\u00a0 DCS Pool Gates bid $2982 for standard gates installed.\u00a0\u00a0 To upgrade to commercial quality gates, the cost is $3621.\u00a0 Fence Pros bid on reinforcing current gates for $950, however the Board does not feel that is a feasible solution.\u00a0 Jean made a motion and Stu 2<sup>nd<\/sup> to replace the two gates with commercial quality gates at a cost of $3621. \u00a0\u00a0The motion passed unanimously.\u00a0 The cost will come from the operating reserves.<\/li>\n\n\n\n<li><strong>Security System in pool area:\u00a0 <\/strong>Due to the recent vandalism of the pool area, the Board requested that Mary investigate security systems.\u00a0 Cox Communications bid to install internet in the area (which is needed for security systems).\u00a0 They would charge $7000 to install the internet UNLESS we agree to have them provide this service for 5 years, which would then eliminate the $7000 fee.\u00a0 The monthly charge is $158.\u00a0\u00a0 Stu made a motion to accept the 5-year agreement at $158\/mo.\u00a0 Mary 2<sup>nd<\/sup> \u2013 Motion passed unanimously.\u00a0 Security systems companies bid on installing a camera\/security system:\u00a0 Nationwide charge is $2,996.85 to install a panoramic camera which would also include installing solar lights in the pool park area.\u00a0 Redline bid $3,059.13 to install 3 cameras in the area but no solar lights.\u00a0 Titan bid on putting two cameras in the area for $5,298.13.\u00a0 After discussion, the board agreed that our preference is Nationwide, however, Mary made a motion\/Judy 2<sup>nd<\/sup> that we invite their representative to the September board meeting to answer our questions and for further discussion. Motion passed unanimously.\u00a0 Since it will take Cox about 3-4 months to install wi-fi, we have time to investigate our options further.\u00a0 The expense for a security system will come out of our capital reserve fund. Note:\u00a0 none of these options will impact any homeowners\u2019 private property.\u00a0 They will only cover the pool and pool park.\u00a0 We will have to monitor the system ourselves and will develop a plan after a decision is made.<\/li>\n\n\n\n<li><strong>Pool House Roof:<u>\u00a0 <\/u><\/strong>The pool house roof has never been replaced, to the best of our knowledge.\u00a0 It\u00a0 needs\u00a0 a full replacement.\u00a0 Mary will provide \u00a0bids to do this work for discussion at the September board meeting.<\/li>\n\n\n\n<li><strong>Parking \u2013 <\/strong>A discussion was held about parking passenger trucks in the community.\u00a0 Our CCRs state that two vehicles must be in the garage before any additional vehicles are parked on the street.\u00a0 One issue with this is that the CCRs also state that the vehicle parked outside meets our size requirements of 18 ft. or less.\u00a0 Since these requirements were written many (30?) years ago, passenger pick-up trucks have gotten much larger, with almost all of them 20 ft. or more.\u00a0 Garages that have been modified (Note:\u00a0 none were submitted to. or approved by, the board and are in violation of the C&amp;Rs) have only 16ft of parking space.\u00a0 Mary is reaching out to our attorney to discuss our options, preferably any that don\u2019t require a rewrite of our CC&amp;Rs which is an arduous and expensive task.\u00a0 She will report to the board at the September meeting.\u00a0 A resident asked if they could park their golf cart on the street at their house, or in their driveway.The Board determined that since the golf card \u00a0is a licensed and street legal vehicle, it must follow our current rules of placing it in the garage or on the street.\u00a0 Parking in the driveway is not allowed.<\/li>\n\n\n\n<li><strong>Architectural Review:\u00a0 <\/strong>Jody Rhodes presented the TAC report since Kathy was absent.\u00a0 The committee is concentrating on gates, stem walls and unpainted flashings this year.\u00a0 They are following up on homes needing attention.<\/li>\n\n\n\n<li><strong>Tree Trimming:<u>\u00a0 <\/u><\/strong>Stu reported that trees will be evaluated and trimmed\/removed in October\/November time frame &#8212; unless there is an emergency in the meantime.<\/li>\n\n\n\n<li><strong>Incomplete monthly minutes \u2013<\/strong>Jean stated that she feels the monthly minutes do not contain enough information.\u00a0 Stu asked that board members read the draft minutes that are sent out before final draft and provide changes, additions and corrections asap so minutes can be corrected as needed.<\/li>\n\n\n\n<li><strong>Finance Report \u2013<\/strong>Randy reviewed June\/July financials which are all on budget.<\/li>\n<\/ol>\n\n\n\n<p>Some of the guests expressed concerns about the number of students\/kids walking through the community and, sometimes, causing disturbances\/minor damage.\u00a0 The board has spoken to the school principal about this but there is nothing more that we can do except to monitor their behavior when we can.\u00a0 There was a question of whether we still have a \u201cno solicitation\u201d sign at the entrance.\u00a0 We will check on it.
