{"id":1328,"date":"2025-10-03T21:27:18","date_gmt":"2025-10-04T04:27:18","guid":{"rendered":"http:\/\/tamaracmv.com\/community\/?page_id=1328"},"modified":"2025-10-03T21:27:18","modified_gmt":"2025-10-04T04:27:18","slug":"2024-annual-meeting-minutes","status":"publish","type":"page","link":"http:\/\/tamaracmv.com\/community\/2024-annual-meeting-minutes\/","title":{"rendered":"2024 Annual Meeting Minutes"},"content":{"rendered":"\n<p><strong>Tamarac HOA Annual Meeting<\/strong><\/p>\n\n\n\n<p><strong>Saturday, October 5, 2024<\/strong><\/p>\n\n\n\n<p><strong>MINUTES<\/strong><\/p>\n\n\n\n<p>Board Member Attendees:&nbsp; Jean Long, President; Kathy Strasser, Vice President; Stu Smith, Treasurer; Judith Gardner, Secretary; Mary Bartlett and Randy Vinson, Administrator.&nbsp; There was a total of 45 attendees.<\/p>\n\n\n\n<p>Jean Long called the meeting to Order at 10:00 a.m.&nbsp; Jean welcomed the group and introduced Board Members.<\/p>\n\n\n\n<p>Minutes from last year\u2019s annual meeting were provided to all attendees.&nbsp; Diane Welch moved, and Lisa Holland seconded the motion to accept last year\u2019s minutes \u2013 Unanimously approved.&nbsp;<\/p>\n\n\n\n<p><strong><u>New Business<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Ursula Strephans was nominated by Jan Anfinson from the floor as a new board member \u2013 \u00a0she is a home owner since 2017.\u00a0 Has worked in non-profit organizations.\u00a0 Ballots were handed out and are collected at end of meeting.\u00a0 Since the nomination was not received prior to the meeting, it was decided that the board must approve the expansion of the board to 7 members from the current 5 members (as we are required to have an uneven number of board members).\u00a0 It will be discussed at our November board meeting and, if approved, we will invite Ursula and others to submit their names for board consideration.<\/li>\n\n\n\n<li>Jean requested that people use the email account to report issues rather than calling her.<\/li>\n\n\n\n<li>We are losing our website coordinator.\u00a0 We need a volunteer to take over. No one at the meeting volunteered.\u00a0 We will reach out to all homeowners for a candidate.<\/li>\n<\/ol>\n\n\n\n<p><strong><u>Committee Reports<\/u><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Architectural Committee<\/strong> (Kathy) \u2013 Introduced the committee members; Jody Rhodes, Diane Welch and Cecile Woodward.\u00a0 Goal is to maintain compliance with the Tuscany look of the community.\u00a0 Some people have requested cacti which are not on approved list as not within the Tuscan ambiance.\u00a0 We had 7 home sales so far this year.\u00a0 Had 17 issues to be resolved.\u00a0 We had 7 awning repairs.\u00a0 The HOA owns part of the wash in the Moon Valley Park which must be maintained within City guidelines.\u00a0 We updated the architectural guidelines.\u00a0 If no comments by November 1<sup>st<\/sup> we will consider these changes approved.\u00a0 Updated the tree and shrub list to include drought tolerant plants.\u00a0 \u00a0\u00a0The next project is painting of flashings.\u00a0\u00a0 There are about 24 homes that the committee will be working with.\u00a0 Also working on sidewalks and trip hazards.\u00a0 The HOA is responsible for sidewalks parallel to the street, however homeowners are responsible for the sidewalks from the street to their house.\u00a0 Also, repaired leaking utility boxes. Jean maintains the day-to-day relationship with the landscapers.\u00a0 Jeremy (our handyman) takes care of sprinklers.\u00a0 Stu takes care of relationship with Broken Limb (trees). Question:\u00a0 Any updates on wall along school property?\u00a0 Jean has been in touch with the school, and they are taking a \u201cwait and see\u201d attitude. Question:\u00a0 Can we change guidelines to include cacti?\u00a0 The TAC will discuss it but we just updated tree and shrub list.<\/li>\n\n\n\n<li><strong>Pool &amp; Park Committee<\/strong> (Jean).\u00a0 Tiles are coming off the pool and need to be replaced.\u00a0 County inspected and required us to replace missing tiles.\u00a0 Jean is obtaining bids from pool companies to replace tiles.\u00a0 \u00a0This will probably take place the last week of October at which time we have to close pool, drain and fix.\u00a0 The pool park needs some landscape lighting just to make it safe and this will be added.<\/li>\n\n\n\n<li><strong>Tree Report <\/strong>(Stu) \u2013 Week of October 7<sup>th<\/sup> Broken Limb will be here to address trees with broken limbs, etc.\u00a0 Big tree on south end of 7<sup>th<\/sup> Avenue will be taken down.\u00a0 One tree on lot facing Tierra Buena is also dead and will be removed.\u00a0 Stu has obtained bids and is negotiating with lowest bidder (Broken Limb) \u2013 fees will be $5500 for work needing to be done.<\/li>\n\n\n\n<li><strong>Paint &amp; Parking Report<\/strong> (Mary):\u00a0 We have new painting company starting next year \u2013 strictly based on cost.\u00a0 We have 14 houses scheduled for 2025 starting in January.\u00a0 Homeowners will receive letter in January and work should be done by March.\u00a0 New company is Copper Valley Painting \u2013 have 7 crews and have been highly recommended.\u00a0 \u00a0\u00a0If you have questions, contact Mary.\u00a0 Parking has been much better this year and Mary thanked members for complying with rules.\u00a0 Please notify Mary if any visitors\u2019 cars will be parked for more than 48 hours.\u00a0 We do have some owners that have 3-4 cars \u2013 two cars must be in garage.\u00a0 No RV\u2019s, campers, trucks can be parked overnight.\u00a0 Question:\u00a0 Is new painting company going to paint front doors \u2013 A.\u00a0 Yes, they are.<\/li>\n\n\n\n<li><strong>Financial Report<\/strong> \u2013 Stu:\u00a0 <strong>Capital Budget Reserve<\/strong> is for major capital improvements\/replacements, or un-budgeted, unplanned expenses. \u00a0Current Expected expenses:\u00a0 Pool tiles; wash clean up.\u00a0 We project to have $112,000 by end of year.\u00a0 We don\u2019t anticipate another raise in dues before 2028 to go towards the capital reserve.\u00a0 Handout was provided.<\/li>\n\n\n\n<li><strong>Financial Reports \u2013<\/strong> Randy:\u00a0 Handed out financial report.\u00a0 2023 ended with a surplus of $7600.\u00a0\u00a0 $4400 of this amount was from disclosure fees from new homes.\u00a0 Operating budget for 2024 $127 operational; $27 to Capital Reserve (mostly dues to increase in utilities).\u00a0 Good news is our budget is right on track and there will not be an increase to HOA dues for 2025. Randy handed out 2025 Budget \u2013 Painting expense was reduced from $50K to $31K due to renegotiation of contract. Q.\u00a0 What is deferred income?\u00a0 Answer:\u00a0 some people pre-pay their future HOA dues for an entire year.\u00a0 Landscapers will raise fees in January and has been budgeted for next year.\u00a0 House painting has cost 27% of our budget and has now been reduced. Stu handed out a projected budget for future years.<\/li>\n<\/ol>\n\n\n\n<p><strong><u>Other Business<\/u><\/strong><\/p>\n\n\n\n<p>Question: &nbsp;How did artificial grass help with budget?&nbsp; There were 6 homes that changed to artificial turf, but other costs still increased due to water, landscaping, and sprinkler repairs fees which all increased.&nbsp;<\/p>\n\n\n\n<p>Question: &nbsp;Gravel is 1\/3 of price of artificial turf.&nbsp; Jean mentioned that we must keep up a good appearance and some (rentals) have bare lawns and need to address the issue.&nbsp;<\/p>\n\n\n\n<p>Comment:&nbsp; Someone put sleeves on the pool handlebars, and it is much appreciated.&nbsp;<\/p>\n\n\n\n<p>Comments:&nbsp; 6<sup>th<\/sup> Drive is again becoming the preferred route for school kids.&nbsp; The one child causing problems has been trespassed (cannot be on property).&nbsp; It is his last year that he will be at that school.&nbsp; Kids are throwing trash over the wall on the school property into homeowners\u2019 properties.&nbsp;<\/p>\n\n\n\n<p>Question:&nbsp; What part of front yard is HOA responsible for?&nbsp; Sidewalk up to the house and next to house is homeowners\u2019 responsibility.&nbsp;<\/p>\n\n\n\n<p>Question:&nbsp; If sidewalls in the backyard are lower than back wall the homeowner can be raise them with permission of both neighbors ( on each side) &nbsp;and must be submitted to Architectural Committee for approval.<\/p>\n\n\n\n<p>The drawing was made for a free month of HOA dues and was won by Kay and Brad Ames.<\/p>\n\n\n\n<p>The meeting Adjourned at 11:17 a.m.<\/p>\n\n\n\n<p><strong>Election Results \u2013 Jean and Stu were re-elected to the board.<\/strong><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tamarac HOA Annual Meeting Saturday, October 5, 2024 MINUTES Board Member Attendees:&nbsp; Jean Long, President; Kathy Strasser, Vice President; Stu Smith, Treasurer; Judith Gardner, Secretary; Mary Bartlett and Randy Vinson, Administrator.&nbsp; There was a total of 45 attendees.
