{"id":606,"date":"2018-04-12T17:43:40","date_gmt":"2018-04-13T00:43:40","guid":{"rendered":"http:\/\/tamaracmv.com\/community\/?page_id=606"},"modified":"2018-04-12T17:43:40","modified_gmt":"2018-04-13T00:43:40","slug":"2018-annual-meeting-minutes","status":"publish","type":"page","link":"http:\/\/tamaracmv.com\/community\/2018-annual-meeting-minutes\/","title":{"rendered":"2018 Annual Meeting Minutes"},"content":{"rendered":"<p><strong>TAMARAC AT MOON VALLEY<\/strong><br \/>\n<strong>2018 Annual Meeting<\/strong><br \/>\n<strong>Saturday, April 8, 2018<\/strong><br \/>\n<strong>10:00 AM<\/strong><br \/>\n<strong>Minutes<\/strong><\/p>\n<p><strong>Call to Order<\/strong>\u00a0 Mary Bartlett, HOA President, called the 2017 Annual Meeting to order at 10:00 am.<\/p>\n<p><strong>Reading of 2017 Annual Meeting Minutes<\/strong> Jean Long, Secretary, read the minutes of last year\u2019s annual meeting.\u00a0 A motion was made and seconded to accept the minutes with one change of the word \u201cweekly\u201d to \u201cmonthly\u201d under New Business 3 a.\u00a0 The motion passed<\/p>\n<p>&nbsp;<\/p>\n<p><strong>NEW BUSINESS:<\/strong><\/p>\n<p><strong>Binders<\/strong> &#8212; Mary reviewed the new binders, which were handed out to all homeowners at the meeting.\u00a0 These binders include our CC&amp;Rs, By-Laws, Architectural Guidelines, Parking Rules, Fine Policy, Rental Guidelines, Tenants Registration Form, Approved Trees and Shrubs List, and Tree\/Shrub Replacement Form.\u00a0 The Financial Report for 2017 was also included, as was a postcard preaddressed to the HOA so homeowners can communicate with the Board.<\/p>\n<p><strong>CC&amp;Rs Proposed Rental Restrictions<\/strong> \u2013 Mary announced that less than 51% of the homeowners voted on this proposal so the proposal has been closed and the CC&amp;Rs will stand as is.\u00a0 She thanked the focus group that was headed by Cile Woodward.\u00a0 The group did an excellent job and put forth a well written proposal.<\/p>\n<p><strong>Introduction of homeowners running for office.<\/strong>\u00a0 Two positions are open.\u00a0 The candidates were asked to stand and introduce themselves.\u00a0 However, one of the candidates Karen Jason could not be at the meeting but Barbara Runquist graciously spoke for Karen.\u00a0 Cile Woodward, Jean Long, and Mary Bartlett introduced\u00a0 themselves.\u00a0 <strong>Distribution of Board Ballots<\/strong>\u00a0 Then the ballots were passed out so that the community could vote for two of these candidates.<\/p>\n<p><strong>Introduction of new Homeowners\u00a0 <\/strong>New homeowners came forward and introduced themselves.<\/p>\n<p><strong>Announcement of Comment Sign-up Sheet <\/strong>\u2013 To assure that everyone who wishes\u00a0 to speak at our meetings has an opportunity to do so, Mary introduced a sign-up sheet.\u00a0 The sign-up sheet allows all homeowners a chance to speak.\u00a0 The speakers will speak at the end of the meeting and will be called on in the order that they signed the sheet.\u00a0 Each speaker will limit their speech to 3 minutes and while speaking other homeowners will not interrupt.\u00a0 The sign-up sheet was passed around while the meeting continued.<\/p>\n<p><strong>\u00a0<\/strong><strong>REPORTS:<\/strong><\/p>\n<p><strong>Trees and sidewalks report and cost for 2017<\/strong> &#8212; Stu Smith reported that we spent about $2200 on tree trimming and removing this year.\u00a0 He has walked the community and noted at least 26 cracks in the sidewalks that are the responsibility of the HOA.\u00a0 Stu and the concrete representatives will the property and bid on the repairs in the next weeks.\u00a0 Stu will report the findings at a future Board meeting.<\/p>\n<p><strong>Explanation of why Reserve Account is Necessary &#8212; <\/strong>Stu Smith reported that he has sketched out a spread sheet that projects some of the large projects that will be needed in the future.\u00a0 These include items such as the pool, streets, and sprinkler system.\u00a0 The 30 year reserve study indicates that money should be set aside each year for capital expenses. On average we spend about $11,000 per year on these expenses.\u00a0 The purpose of the study is to plan ways to avoid having to ask for an assessment from each of the homeowners.<\/p>\n<p><strong>Annual HOA Fees<\/strong> \u2013 Mary reported that there will not be an increase in the HOA fee in 2018.<\/p>\n<p><strong>Architectural report &#8212; <\/strong>Joe Minnick reported that we have a new crew doing the landscaping.\u00a0 The landscaping fees last year was over $40,000. Caretaker Inc. has been on the job a few months and are improving.\u00a0 They plan to rework and condition the soil in the next few weeks.\u00a0 New granite will be placed as needed in some area.\u00a0 The sprinkler system is getting old and has had a number of breaks this year.\u00a0 We will be looking in to solutions to the sprinkler problem.<\/p>\n<p><strong>Painting<\/strong> \u2013 Bill and Joe will get with our painter, Danny to see what repairs need to be done to the exterior wall on 7<sup>th<\/sup> Avenue.<\/p>\n<p><strong>Abbreviated Real Estate Report<\/strong> &#8212; Randy Vinson reported that 4 homes have already sold this year and 3 more are in escrow.\u00a0 The houses are selling at a fair market value and in 2016 we had only 7 houses sell in the whole year.<\/p>\n<p>Financial Statement \u2013 Randy reviewed the financial report.\u00a0 The capital reserve had a surplus of $264.\u00a0 The sale of homes adds $800 per house for fees. Budget for 2018 has a deficit of $2300 but the sales of homes will cover this.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>NEW BUSINESS:\u00a0 <\/strong><\/p>\n<p><strong>Spring picnic<\/strong> &#8212; Mary Bartlett announced that the Spring Picnic will be May 5 from 3 to 5 pm at the northwest corner of Moon Valley Park.\u00a0 All community members are invited.<\/p>\n<p><strong>Results of vote for Board Members\u00a0 &#8212; <\/strong>Mary reported the results of the election.\u00a0 Mary Bartlett and Jean Long were voted in for another 2 years.<strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p><strong>Open Business from the Floor<\/strong><\/p>\n<p>Homeowners who have signed up have 3 minutes each to express their concerns and opinions<\/p>\n<p><strong>Cile Woodward<\/strong> reported that there has been some success in the commercial plane path that was causing planes to fly over our neighborhood.\u00a0 After many meetings and discussions there is a new flight plan and landing time being developed.<\/p>\n<p><strong>Roy Smith<\/strong> cautioned all of us who have the box lights in the kitchen that the lights are not secured very well.\u00a0 They have removed their lights but were surprised that the boxes were held up by just a bolt on each corner.<\/p>\n<p><strong>Barb Dickerson<\/strong> wanted an update on the signs that are needed for the community.\u00a0 Mary mentioned the new signs at the pool and the new signs at the front and back of the property.\u00a0\u00a0 The signs on Tierra Buena have not been forgotten and will be discussed at future meetings.<\/p>\n<p>&nbsp;<\/p>\n<p>Mary adjourned the meeting at 10:55.\u00a0 Our next Annual Meeting will be the first Saturday of April 2019.<\/p>\n<p>Respectfully submitted,<\/p>\n<p>Jean Long, Secretary<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TAMARAC AT MOON VALLEY 2018 Annual Meeting Saturday, April 8, 2018 10:00 AM Minutes Call to Order\u00a0 Mary Bartlett, HOA President, called the 2017 Annual Meeting to order at 10:00 am.
