HOA Board Meeting Minutes
Attendees: Jean Long, Stu Smith, Judith Gardner, Kathy Strasser, Randy Vinson, Mary Bartlett. Guest: Jody Rhodes
Jean Long called the meeting to order at 7:100 p.m. Stu moved the June minutes be approved; Mary seconded – approved. (Note: There was no board meeting in July)
Old Business
- Architectural Guidelines Update: The Board approved the revised TAC guidelines which were sent out to all residents on June 14. Stu moved to approve/Judy seconded – unanimously passed. They will be posted on the Tamarac website and distributed to all owners.
- Rental Guidelines update – Jean sent out to all residents by email on June 14 for comments. Stu/Kathy moved they be approved. Unanimous approval. Jean will post to website and will email final copy to all residents. Mary suggested they be sent to all management companies and realtors that are involved in the community as well.
- Resource/Referral List – Mary distributed the current list. All new referrals will be added and sent to Mary and will be distributed to the community and added to website.
- Bylaw Revision – Jean reported that we will update the by-laws only to reflect the change of date of the annual meeting from April to October which was approved by homeowners at this year’s April meeting.
- City Meeting on wash cleanup. Stu and Kathy attended a meeting with the city concerning the wash cleanup and concern about erosion – there are separate notes outlining the meeting and the next steps according to Stu – which he sent to Jean.
New Business
- Prep for annual meeting – Jean said we will discuss this further at September meeting. Annual meeting will be held on October 7th at 10:00 a.m. at St. Paul’s Church. Judy to request meeting room. Our plan is to have the first draft of the 2024 budget available to allow for homeowner input and questions.
- Lots 20 and 85 will be selling.
- TAC report (see report) – Kathy said some homeowners are making changes which should be sent to TAC for approval, and they are not. (i.e. installing solar) In the future they will be sent a letter and will be handled on a case-by-case basis. A discussion was held about following up on home inspections to ensure that either the corrections have been made or the new owners are aware that they are responsible for making the changes (both new and old owners will be aware of the issues before closing).
4 inspections (lots 68, 89, 95,9) were completed. Between 2021-2023 we had 20 front yards convert from grass to gravel or artificial turf. In total, 45 lots (37%) have no live grass. 78 lots have some portion of live grass that requires landscaping. There are 4 weed violations that are being handled.
- Parking – Mary reported that out of 121 homes, she has 10 without vehicle information – most are rentals. We need to have this information to determine who belongs in the neighborhood.
- Randy reviewed financials for June and July – there were no questions.
Meeting was adjourned at 8:22 jp.m. Next meeting will be September 13 at Mary’s house.
