HOA Board Meeting Minutes
Attendees: Jean Long, Stu Smith, Judith Gardner, Randy Vinson, Kathy Strasser Guests. Mary Bartlett was absent. Guest: Carol Cantrell. Jean Long called the meeting to order at 7:10 p.m. Kathy moved that the September minutes be approved; Stu seconded – approved.
Old Business:
- Artificial Turf – Some homeowners that installed artificial turf have noted that there are lines in their turf and questioned whether it was caused by HOA landscapers driving lawn movers over it. However, the head of the landscaping company, Cody, determined they are definitely not caused by the landscapers, but, rather, some defect in the turf or the way it was seamed. He offered to help the homeowners by communicating with the company that installed the turf. Another question was raised about whether or not the landscapers use “Round Up” for weed control. They do not, however, Roundup has changed their formula after lawsuits to eliminate any potential cancer-causing ingredients.
- Architectural Report – Kathy reported one change to TAC guidelines: Inspection findings in homeowners backyard will be considered “noted findings” versus violations since backyards are not HOA responsibility. She reviewed the status of all violations/issues currently in process.
- Street Sign Update – Stu reported that street sign replacements will begin within the next week. We will be asking for volunteers to help paint the street sign poles. The total cost is approx.. $5700.
- Homeowners’ Directories – Judy reported that all directories have been distributed to everyone who participated in the directory.
- Garage Sale – Jean said the garage sale is this Saturday and a sign has been placed on 7th Ave.
- Tree Trimming/Removal – Stu said the work will begin the week of November 13th. He distributed a list and map of the work that will be done by Broken Limb.
- Survey results from annual meeting – a brief survey was distributed at the annual meeting to get some feedback from homeowners regarding options to reduce costs. Findings were: (1) homeowners do their own landscaping- 4; Homeowners pay for their own sprinkler systems -8; homeowners are responsible for painting their own house -0; Make no change – 13.
- Grants – Jean is attending a meeting with Block Watch to learn how to write a grant for assistance from local government to help offset the cost of maintaining our portion of the wash.
- HOA fees for 2024 – The board voted to raise the HOA fees to cover the significant increases in the cost of electricity and water, along with other increases, to $154/month starting in January, 2024. This is a 10%, or $14 monthly, increase. $7 will go to the operating account and $7 to the capital reserve. Stu pointed out that it’s important to add to the capital reserve to pay for street sealing which will happen next year, so there is no need for special assessments. There was good input from the community at the annual meeting for this rather than reductions in HOA services.
- 2024 Budget –
Randy presented the final draft of the 2024 budget. Judith moved to accept the budget as presented; Kathy seconded, all approved.
New Business
- Election of officers: The following will serve as officers in 2024: Jean Long, President; Mary Bartlett, Vice-President; Stu Smith – Treasurer; Judith Gardner, Secretary. Kathy Strasser will continue to head up the Architectural Committee.
- Holiday Party: The annual potluck holiday party will take place at the pool park on Saturday, December 2nd from 4:30 -7:00. Assignments were made to board members to provide lights, music, paper goods, door prizes, tables/chairs, tent, electricity, etc. We will ask homeowners to bring tables/chairs to add to what we are bringing. If inclement weather is forecast we will cancel the day before (for those who remember last year!).
- Luminarias – Jean will again hold the preparation of luminarias at her house on December 24th starting at 9:30 a.m. Volunteers are needed for both the preparation and lighting of the luminarias.
