Tamarac HOA Board Meeting
September 12, 2025
MINUTES
Attending: Mary Bartlett, President; Jean Long, Vice President; Stu Smith, Treasurer; Judy Gardner, Secretary, Kathy Strasser, TAC Chair, Randy Vinson, Administrator. Guests: Jody Rhodes, TAC committee member.
The August minutes were approved with minor changes.
New Business
- Security Installations (Mary): Eddie Castellano from Nationwide Video & Security reviewed the plan to install cameras in the pool area, which was approved by the Board in August. The Nationwide bid of $3,888 was approved after a motion by Stu and 2nd by Judy. We agreed to have Nationwide do 12 -hour monitoring at $50/month. This will be evaluated after 90 days to determine if it is something we want to continue. There is a 30 -day cancellation provision in the contract for the monitoring service. The bid also includes 4 solar lights which will be installed in the pool park area. Mary confirmed that the contract with Cox for internet service at the pool is in the works (approved in August) and Eddie will work with them to ensure proper coordination.
- Pool Roof Estimates (Mary): Scott Roofing bid $13,950 to replace the roof on the pool house. Five Guys Roofing bid is $4,145. It was decided to further review the bids and to decide in November. (see amendment below)
- 2026 Budget (Stu/Randy): Randy presented the budget for 2026. It includes increases in some areas (i.e. security, landscaping, electricity, utilities). Stu made the case for increasing the monthly dues by $6.00 per month (from $154 to $160). The analysis he and Randy did based on this year’s budget and anticipated increases in 2026 would leave us with no cushion for unexpected expenses during the year. He said his analysis included a survey of HOA fees in the area and Tamarac is in the bottom 25%. He recommended that $3 of the increase go to the operating account and $3 to the capital reserve account. Jean made the motion/Kathy seconded. All were in favor except Mary who opposed.
- Finalized Agenda for October 4th Annual HOA Meeting (Mary): Mary reviewed the draft agenda she had prepared for the October meeting. The board members made several changes/additions.
- Board Member Elections (Mary/Board): There will be 3 open positions on the board – Mary, Kathy and Judith. Mary is not running for reelection. Kathy also announced that she is dropping off the board due to family obligations. Judy will run for reelection. Judy will prepare ballots for the meeting/Randy will print. We also need more people on some committees (i.e. 2 people for Parking Committee; 1 person to join the Landscaping Committee). We will solicit nominees from the community and will accept nominations from the floor at the annual meeting.
- Landscaping Committee (Jean): We are reviewing bids from landscaping companies for 2026, although our current company is not going to increase their costs next year. The new pool gates will be installed on September 29th. They will need to be painted.
- Parking and garage modifications (Mary): We will need to discuss making changes to the CC&Rs to update rules and regulations regarding parking oversized trucks and garage modifications. This will involve attorney fees and expenses.
- Member at Large (Mary): Mary sent a description of a non-voting member to add to the board, (which is included our CC&Rs), if we choose to do so. The purpose of this role is to maintain continuity from one board to the next. This role is ideally filled by the immediate past President as they are the most knowledgeable person about board activity and reasons for decisions to help the next board maintain continuity.
- Finance Report (Randy): Randy presented the finance report for August. We are still under budget and on track for the year.
AMENDMENT: Pool House Roof: After the meeting, on September 15, Mary presented her recommendation that we accept Five Guys bid to replace the roof and asked for a vote by email. It was passed unanimously. An update will be in the October minutes.
