Minutes

Attending:  Mary Bartlett, President;  Jean Long, Secretary; Stu Smith, Board Member; and Bill Gossert, Board Member.  Natalie Carlson, Vice President and Treasurer; and Randy Vinson, Asst. Treasurer were absent.

 Call to Order:  Mary Bartlett called the meeting to order at 7:03 pm.

Minutes:  The minutes from the August Board Meeting were reviewed.  Stu Smith moved that the minutes be accepted as is; Bill seconded.  Motion passed.

Old Business:

  1. Tree removal on Marconi: After further discussion with the homeowners of Lots 117 and 118 and with Broken Limb, tree trimmers, emails were sent to the Board members and it was voted that the tree be topped instead of taken out.  If the tree should die within the year, Broken Limb said they would remove the tree.  We would pay the difference from what we pay for the topping of the tree and the quote Broken Limb gave us to remove the tree.
  2. School Parking Problem: Several suggestions were discussed concerning the use of our streets by parents picking up their children from Mountain Sky.  Mary visited with school principal, Perry Mason to determine what can be done to ease the parking congestion on the private Tamarac street.  Email was sent to Tamarac homeowners explaining the situation and requesting suggestions.  Some of the suggestions are:  a security guard; police on property at the time the school lets out; staggering dismissal times; and cones.  All of the suggestions have merit, however, all of them have drawbacks.  After much study and discussion, no solution has been acceptable.  The Board will continue to monitor this situation.
  3. Water near mailbox: There is water leaking onto the sidewalk from the backyard at the corner of 5th Drive and Marconi.  This is making the sidewalk slippery on the way to the mailboxes there.  Mary Bartlett will send a letter to the homeowner.
  4. Sidewalk update: Stu Smith will be meeting with the concrete company in October to continue the repair of cracked sidewalks.  Stu plans to walk the community and mark the broken sidewalk that will be repaired prior to the meeting.

 New Business: 

  1. Sprinkler System: The Board is very concerned about the extensive cost for repairs to the sprinkler system.  There has been a 43.5% increase in landscaping cost this year and the greatest increase was for sprinkler repair.  On that note the Board discussed possible solutions for this problem.  The solutions that were discussed were: 1.  Using funds we have set aside and systematically replacing all of the sprinkler systems.    Increase the monthly fees to pay for the repairs and/or replacement of the sprinkler system.  3.  Relinquishing the responsibility of the sprinkler system to each homeowner for repairs and replacement. 4.  Assess each home a fee to pay for replacing the sprinkler system.  Although no final decision has been made.  Stu Smith will work with Randy Vinson to determine a cost analysis based on the above suggestions.  This will be reported to the Board in November along with a preview of next year’s budget.
  2. Telephone Line: In order to help relieve the work load on Mary and Joe concerning broken sprinkler repair a motion was made by Bill and seconded by Mary to install a phone line at their home dedicated to Tamarac business.  The idea is that this will allow Mary and Joe to do their own personal work but when time allows they will be able to address the other problems.
  3. 2019 Painting Schedule: There are 6 houses that will be painted this fall along with the repair and painting of the fence along 7th  There are 12 houses scheduled to be painted in 2019.  These are all scheduled for the spring.
  4. Renters: New renters have moved into the neighborhood.  When we get new owners or renters, we need a car document given to the Board.  The document shows which cars belong with the home.  Reminder that the garages are meant to park two cars.  Please do not use the garage for storage and park on the street.  This is against the rules of the CC&Rs.  Also we have experienced vandalism at the pool and are aware of the persons who were responsible.  We are working to protect our property from such behaviors.
  5. New School Building – There is a new building proposed for Mountain Sky, the school to our immediate north. At this point it is in the planning stage but one of the possibilities is to place the building somewhere behind the houses on Marconi.  Mary Bartlett has joined the planning committee to keep us abreast of the situation.
  6. Holiday Party Plans: Mark your calendars for our Holiday Party.  It is scheduled for Saturday, December 1, at the small park on Kathleen and 4th Avenue
  7. Status of Randy’s health: Randy Vinson is improving daily from having a stroke.  We are all thinking of him and send him best wishes.
  8. Finances: Randy Vinson sent us our Financial Statements for this month.  The projection shows that we are in the black still thanks to the $6600 in transfer fees that have been paid this year.  We have wonderful homeowners with almost 100% of HOA fees being up to date.

 Adjourn:  Mary Bartlett called for the meeting to be adjourned, Bill Gossert made the motion and Stu Smith seconded.  We adjourned at. 7:59.
