Call to Order:  7:00

Minutes:  The minutes of the November board meeting were reviewed.  Stu moved to accept the minutes, Diane seconded and all approved.

Old Business:

Flooding problem:    2 French drains have been installed.  Home owner will adjust position of down spout.

Architectural Committee Report: 

  • There have been several requests to change house colors from various residents.  The ATC reinforced the CCR’s that specify Pearl White is the only color that can be changed to another one of the approved colors. 
  • Vines/bushes – CCR’s state that vines can be no higher than the top of the wall.  Shrubs and bushes maintained by the HO A cannot be higher than 6 ft.  Trees are exempt.
  • A discussion of artificial turf/sprinkler system was held.  The TAC will come back to the board with a recommendation that can be voted on.
  • The ATC will send “pre-violation” notices regarding gates.  They will include a list of resources.
  • 14 houses are scheduled to be painted this year

Stucco repair:  Aaron is doing a great job.  The board agreed to buy a $100 gift card to target to thank him for his hard work.  He recommended that planters be waterproofed.  If Jeremy can’t do it we will ask Aaron to do it.

New Business:

Vandalism:  The men’s restroom at the pool was vandalized again.  Stu moved/Mike seconded and board approved motion to change the locks.

Shredder:  Judith suggested providing shredding services to community; Mike said that St. Paul’s has a shredding event each year at no cost; Judith will find out when the next one is scheduled. (Note:  St. Paul’s event is in October each year.)

Issues to be included in an e-blast by Jean to HOA members:  will include information/questions about installing a small HOA sharing library; having cocktail gatherings on Friday or Saturday evenings at the pool park.  Jean will report feedback.

Financial Report:  100% of dues were paid on time in 2021!!  A Major Achievement!

  • Randy reported that we ended 2021 with a $9,629 deficit vs. the budget – primarily due to sprinkler repairs.
  • Some of the highlights of over budget capital reserve expenses in 2021:  $3,000 in stucco work; $600 to find leak under pool deck; $2,000 to fix leak; French drain – $1400.  So under $10K total which isn’t unreasonable.
  • 2022 Budget:  We have forecast $10,000 to replace 24” trees (drought resistant) on 7th Ave. as part of that project.   We anticipate $20,000 in capital expenses.  We will revisit in October when we do budget.
  • Note on sprinkler expenses:  Continue to be an issue.  System is very old.  We spent $11,351 OVER budget sprinkler system.

Board Discussion Re:  Sprinkler Systems:  We did just raised dues by $10/month to help cover these expenses.  Stu suggested that the Board should discuss options for the future to control these expenses.  One idea was to set a cap ($200 was recommended) on sprinkler repairs – homeowner pays anything over that.  The decision was made to look at it in October and decide if the CCR’s need to be changed to reflect a change in policy.  It was also suggested that this be discussed at the annual meeting.

Annual Meeting:  The annual meeting will be held on April 2nd at 10:00 a.m.  Judith will call St. Paul’s to secure a meeting room.  Reports will be assigned to be presented by board members.

Las Meridas:  Jean reminded that Las Meridas will be closing their entrance/exit on Greenway beginning Monday, January 24th and residents/guest will be using the Tamarac entrance/exit on Kathleen.  There will be a significant increase in traffic in our community.  It will take about one month for completion.
