Tamarac HOA Board Meeting

June 10, 2026

MINUTES

Attendees:  Ursula Strephans, President;  Judith Gardner, Secretary: Mary Bartlett, Stu Smith, Kathy Strasser, Randy Vinson, Administrator.  Jean Long and Sue Rounds were absent.  Guests:  Meg deBorhegyl and Jody Rhodes.

May minutes were approved.

Old Business

  1. Architectural Committee Report (Kathy):  Kathy reported that after their walk around the community, and subsequent notices sent out, many of the issues have been corrected.  Meg deBorhegyl reported that the wall that is on her lot and backs up to HOA common property is failing (Lot 54).  Kathy is aware of the problem, and it was agreed that Meg will get a bid to correct the damaged portion of the wall, and Kathy will also get a bid.  After reviewing the bids,  a contractor will be selected, and HOA and Meg will split the costs of the repair.
  1. 71 letters were either sent or will be sent from the TAC, giving homeowners 30 days to contact the TAC to discuss remedies.  One homeowner asked the HOA to pay for a water leak which is on her property – not a sprinkler issue.  We do not pay for these kinds of leaks.  It is the homeowner’s responsibility.  Ursula will advise the homeowner.
  2. The home at Lot #52 is in process of a possible purchase and realtor is waiting for the Board to respond to their wish to install skylight(s) (solar tubes?).  The Board will advise that it is OK to install the skylight(s), including those that have a slight “bubble” on top.
  3. We received a bid to replace the borders between real grass and gravel, which only applies to about 50-60 homes.  Those that are failing are  safety hazards and must be replaced.  The bid is $13,954,16 and was approved by the Board.  Mary/Kathy moved/seconded.  All approved. The work will begin towards Fall and the TAC will communicate with each homeowner that will be affected.
  4. Ursula brought up the fact that the landscaping company president, Cody, attended our last meeting and said that his company will replace any sprinkler heads that are broken by landscapers.  Ursula will ask Jean to be sure to contact Cody about these situations first to see if they can repair before we use our handyman to do the work.
  1. Painting/Parking (Mary):   The pool house/gate painting job is done.  Mary handed out the schedule for house painting for 2027.  Those whose homes will be painted next year will be contacted.  The price of the painting is going up by $150/home.  The cost for 2027 is $2950 for a 2-story house; $2350 for a one -story house.  Parking:  there are a few issues which are being investigated.  One home has 5 cars, another has 4.  The Board will ensure that the parking regulations for those homes are being followed.
  2. New House Bills Affecting HOAs (Ursula):  HB2342 states that HOA’s can no longer prohibit a shade structure/pergola/gazebo/awning/patio cover  in the BACKYARD of a home, as long as it is under 200 sq. ft. and less than 12 ft. high. She also asked if the architectural guidelines have ever been reviewed by an attorney.  Current board members were not aware of any review having taken place.  Kathy  made a motion/Mary seconded that we have our attorney review our guidelines to ensure that they comply with state and CC&R regulations. Ursula will be sending out a blast email updating homeowners on several issues (i.e. umbrellas, parking, fruit on trees/roof rats).
