Tamarac at Moon Valley HOA Board Meeting

Minutes
Attending: Jean Long, President; Stu Smith, Treasurer, Kathy Strasser, Board Member; Randy Vinson, Administrator, Judith Gardner, Secretary. Diane Welch was absent. Guests Attending: Barbara Ruhnquist, Janet Anfinson, Carol Contrell and Jody Rhodes (representing the TAC).
The meeting was called to order at 7:00 p.m. Last month’s minutes were approved.
Old Business
- Sprinkler update – Stu reported that we added $1200 more in the 2023 budget due to increased costs. At the end of October we had one house cost >$900, 1 > $800, 1 > $700, 1 > $600, 2 > $500, 1> $400, 11 > $350 and 7 > $200. We still had a brief discussion about the fact that the cost of sprinkler repair is not balanced over all homeowners and some require spending that is equal to a large portion of their monthly dues whereas others haven’t required any expenses. Stu plans to bring this up again at the annual meeting in April with an opportunity to discuss it and ask the residents for their input on possible solutions.
- Landscaping – Jean reported that we have had several bids for landscaping services for 2023. Our current expenditure in 2022 is $3780 per month and it is scheduled to increase by 10% in 2023. Other bids were $8,500/month, $7500/month and $4,938/month. It was decided that we will stay with our current landscaping company. (Stu moved to accept their bid/Kathy 2nd – all in favor). Judith asked what the costs/impact would be if we changed from weekly maintenance to bi-weekly maintenance (which would be half the labor). Jean said she would ask them.
- Update: Lot 27 – Jean is working with homeowner to resolve issues. Lot 78 – Palm tree was trimmed and gate was fixed.
- Lot 28 – vines growing over wall – must be trimmed back. Being addressed.
- CC&Rs inspections and approvals – reason for doing inspections as soon as home is put up for sale is to avoid new homeowners being blindsided with required repairs to adhere to CC& R’s. These items should be taken care of by homeowner (or at least be part of negotiations during the sale) prior to closing a sale. The TAC has a checklist which will be discussed and handed out at the annual meeting. Jean will also send an eblast to all homeowners explaining this further.
- Tree Update – Stu – Broken Limb will start on December 13. 6 trees and 1 stump will be removed; 46 trees will be trimmed. All homeowners affected have been notified. No other trees/shrubs will be added to this year’s list.
- Food Trucks – Jean is having trouble finding any food trucks that are willing to come to the neighborhood without requiring a minimum charge which we cannot do. Jean will see if we can piggy back on the Tuesday food trucks that Moon Valley provides at the south side of the park.
- Lot 83 – Sold today. Judy will inform welcoming committee members.
- Garage Sale – 8-10 homes participated – went well, except one incident where a homeowner’s cell phone was taken.
New Business
- Pool repairs – all complete – Pool bathrooms are closed and locked for the season.
- Back wall of Lot 7 (Barb Ruhnquist) – water coming up from planter box on other side. TAC (Jody) recommended we dig up and seal planter box. CC&Rs state that homeowner is responsible for repairing and painting (if necessary) the inside of walls.
- HOA annual party – Saturday, December 3rd from 4:00-7:30. Stu will make sure sprinklers are turned off before that day. He will also take care of water, ext. cords and lights. Jody will provide paper products/music. Jean/Judy will get prizes. Jean will provide cider. Everyone bring a dish. Tent will be set up as last year. Anyone can bring tables and chairs. Stu has 2 tables – Kathy 1 table/8 chairs; Jean – 1 card table. Jean will ask guests to bring chairs and any drink they choose for themselves.
- Luminarias – meet at Jean’s house at 9:00 a.m. December 24th.
- Jean sent eblast about truck that was broken into in the neighborhood. Parking violations are being transferred from Bill to Kathy. Randy will also work with Kathy on this.
- Randy presented the financial report.
